Budget 2023 Highlights: New tax regime attractive because it gives greater rebate, says FM

Finance Minister Nirmala Sitharaman presented the Union Budget 2023-24 in Parliament today. This was the last full budget for PM Modi-led government before the 2024 general elections.

Senior Congress leader M Veerappa Moily on Wednesday slammed the Centre, saying the Union Budget did not address the core problems the country is facing and failed to provide succour to the suffering people.

The budgetary allocation for the Mahatma Gandhi National Rural Employment Guarantee Act has been reduced drastically in this year's Budget which is a hit to the rural economy of the country, Moily said in a statement.

"Budget 2023 seems to be a whitewash after the nine years of regime of Modi. It has not addressed the core problems the country is facing," he said.

The rupee appreciated 8 paise to close at 81.80 against the US dollar on Wednesday after Finance Minister Nirmala Sitharaman presented the Union Budget for 2023-24.

Fresh foreign capital inflows supported the domestic unit, forex traders said.

However, investors stayed cautious ahead of the outcome of the US Federal Reserve meeting later in the evening, they added.

At the interbank foreign exchange market, the rupee opened at 81.76 against the greenback and finally settled at 81.80, up 8 paise over its previous close.

During the session, the rupee touched an intraday high of 81.68 and a low of 82.03 against the American currency.

The Union Budget has given an impression that it is an exercise for development projects in BJP-ruled states, particularly those going to polls, DMK President and Tamil Nadu Chief Minister M K Stalin said on Wednesday.

Unemployment, price rise and inflation have been ignored and there are no constructive efforts aimed at financial independence of states, Stalin said in a statement.

The budget has created an impression that it is for development projects in BJP-ruled states, especially those heading for elections. Karnataka and Madhya Pradesh are among the BJP-ruled states that would go to polls this year. Rajasthan and Chattisgarh, both Congress-ruled states, also would go to polls in 2023.

Biotechnology industry veteran Kiran Mazumdar-Shaw on Wednesday called the budget presented by Union Finance Minister Nirmala Sitharaman  "inclusive and growth-oriented".

She said the budget, focused on seven priorities, lays the groundwork for inclusive economic growth to enable all citizens to have access to healthcare, education, a cleaner environment and sustainable livelihoods by the 100th year of the country's Independence.

"The capex outlay of Rs 10 trillion will help spur higher growth in the backdrop of a weak global economy, while the additional money in the hands of the people due to direct tax revisions will boost consumption. The increase in allocation of funds for pharma and healthcare this year is a step in the right direction," the executive chairperson of Biocon Limited said in a statement.

Initiatives announced in the Union Budget 2023-24 will enhance the logistics competitiveness and strengthen the much-needed multimodal connectivity, industry executives said on Wednesday.

"In line with the government's vision to build an integrated and efficient logistics ecosystem, the budget has proposed a slew of effective measures, which will enhance the logistics competitiveness," said Anish Mathew, Chief Financial Officer (CFO), Gati Ltd.

The development of transport infrastructure to build end-to-end connectivity and proposals to boost EV infra and green energy transition, among others, reflect an all-encompassing approach towards strengthening logistics efficiency and sustainability parameters.

On the other hand, proposals to strengthen the MSME segment will drive demand for logistics service immensely, going forward, he said.

According to Shashi Kiran Shetty, founder and Chairman of Allcargo Group, the Budget promises strong growth with steep capex allocation, while resisting temptations of populism and sticking to fiscal consolidation.

"Logistics sector is more than happy to see a slew of announcements in all segments of infrastructure, which will help cut down our logistics cost... Overall, the budget looked balanced and growth-oriented, with due consideration for modernism, technology, inclusive growth, among others," he said.

S Ravi, Former Chairman of BSE, said, "The focus of the budget 2023 is pro-growth with long term vision as well as to allow free cash availability and employment generation which will push domestic consumption and provide impetus to rural demand. The government in order to stimulate further economic growth has announced lot of measures and enhanced allocations to critical sectors which will open up employment opportunities and increase disposable income, which include allocation of Rs. 2 lakh crores under PM Garib Kalyan Anna Yojana, setting up Agricultural credit target of Rs. 20 lakh crore, outlay towards PM Aawas yojana increased by 66% to Rs. 79000 crores, capital outlay of Rs. 2.40 lakh crores for railways which is 9 times of 2013-14 and last but not the least Capital investment outlay by 33% to Rs. 10 lakh crores. The tweaks in the income tax slabs as well as no payment of tax by those earning upto Rs. 7 lakhs in the new tax regime is a welcome move."

"Finance Minister Nirmala Sitharaman's announcement has highlighted many points for the scope and development of the start-up economy. Garuda Areospace’s virtual skilling and training universities will aim to empower 1 lakh youth by providing them with training and skilling for becoming drone pilots. He added, "The UBI-approved Kisan loan will help the agriculture accelerator fund and encourage agritech startups by helping young entrepreneurs in rural areas by distributing various agrochemicals thus further scaling it. Garuda drones will help government labs develop 5g enabled applications. Last year's budget helped Kisan Drone Loans and subsidies and it set up a platform for India to become a Global Drone Hub by 2030. This transformation will be centred around precision Made in India drones in the Agri Sector with helping the youth. The Agri tech startups will be funded and with this farmers will be able to get subsidies & ensure Affordable Precision agri technology is contributing towards enhancing food crop production & increasing Yield which will directly contribute to increasing India's GDP."

The revamped scheme, with a corpus infusion of 9000 crores, will go into effect on April 1, 2023. This will enable another two lakh crores of rupees in collateral-free guaranteed credit. Credit costs will also be reduced by about 1%. The infusion of Rs 9,000 crore into the corpus of the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) should allow for better and broader scheme implementation, as well as improved claim meetings. This decision is expected to offer a significant benefit to India's MSME sector, which is regarded as a major economic growth driver. Supplemental collateral-free credit is expected to aid MSMEs in meeting the obstacles posed by the global epidemic and allowing them to continue to grow and create employment. It could be a positive step in safeguarding the well-being and expansion of India's MSME sector."

Anurag Jain, Co-founder, KredX and Executive Committee Member of DLAI, said that the reforms mentioned under financial services are focused on encouraging digital financial services by enabling use of digilockers and simplifying KYC processes.

"In the last couple of years, there has already been a lot of work around creating linkages between PAN, Aadhar and other identity/address documents for individuals enabled by Digilocker. Opening of this Digilocker for fintech sector will not only help ease authentication but also provide a hassle-free experience for fintech firms to authenticate its customers and adhere to KYC guidelines. It will reduce the cost of KYC dramatically," Jain said.

"Introduction of enterprise level Digilockers for MSMEs, trusts and other entities is also a welcome and progressive step towards bolstering financial inclusion at the ground level.This along with the revamped Credit Guarantee Scheme to be effective April 1, 2023 will further boost SME funding and lead to enhanced credit access for small businesses," he added.

The Union Budget 2023 saw a much-anticipated revision in income tax slabs. Finance Minister Nirmala Sitharaman, presenting the budget before Parliament, announced that the new tax regime will now be the default regime people will come under and those willing to stick to the old regime will have to make a special request. 

The big changes in the new budget include a change in tax slabs, the tax exemption limit and the income tax rebate. The income tax rebate has been increased from Rs 5 lakh to Rs 7 lakh. While these initiatives will benefit domestic travel in the long run, leisure vacations abroad can get costly for Indian travelers with  TCS for overseas tour packages increasing from 5% to 20%.  Higher costs to Indian travelers because of an increase in tax can impact the international travel demand which was slowly gaining momentum", Bajpai added.

The central government led by Prime Minister Narendra Modi has always emphasised promoting organic or natural farming in the country to increase the quality of crops and other farming products and the government has made special provisions in Budget 2023-24.

In the first 'Amrit Kaal Budget', Union Finance Minister Nirmala Sitharaman proposed payment received from Agniveer Corpus Fund be exempted from taxes. The proposal was made by Sitharaman while presenting the Union Budget 2023-24 in Parliament. As per the proposal, the Agniveer Corpus Fund will be given the EEE (Exempt, Exempt, Exempt) status.

Benchmark BSE Sensex zoomed over 1,200 points in the afternoon trade on Wednesday as market investors cheered the Union budget proposals presented by Finance Minister Nirmala Sitharaman in the Lok Sabha.

The 30-share BSE barometer zoomed 1,223.54 points or 2 per cent to its intra-day high of 60,773.44. The broader NSE Nifty jumped 310.05 points or 1.75 per cent to 17,972.20.

There was no announcement for the natural diamond industry in terms of duties and our SNZ’s. Not having a repair policy will also be damaging for our DTA Jewellery exporters."

The BJP will start a 12-day nationwide campaign on Wednesday to make people aware of the "pro-people" measures announced in the Union Budget, party leaders said. The Economic Survey tabled in Parliament by Finance Minister Nirmala Sitharaman said India has recorded a rise in employment numbers. India's Labour Force Participation Rate (LFPR) shows the economy has emerged from the pandemic-induced slowdown in employment numbers. Further, the urban unemployment rate for people aged 15 years and above decreased from 9.8 percent in the quarter ending September 2021 to 7.2 percent one year later (the quarter ending September 2022).

A rise in exports has been recorded, along with a swift execution of capex, and the release of pent-up demand has led to a corresponding rise in job creation. The survey further says the private sector has all it requires to do the capex heavy lifting. In the upcoming budget, it is expected that Nirmala Sitharaman may announce an expansion of additional incentives to states to undertake Gati Shakti-related projects under the Capital Expenditure program.
