Even as Pakistan continues to push in trained terrorist into the state of Jammu and Kashmir to fuel the cycle of violence and bloodshed, the Indian security forces continue to maintain an upper hand which is evident from the fact that in the past four days 12 terrorists have been gunned down.

“The synergy and close coordination between the security forces is paying rich dividends which is evident from the fact that large number of trained terrorists are being killed, but we have to devise a comprehensive policy to not only deal with terrorists in the valley but also with Pakistan that continues to aid and abet terrorism in Kashmir” former Director General of J&K Police, Kuldeep Khoda told Republic.

In an early morning operation on Saturday, in the Chowgam area of Qazigund in South Kashmir, security forces gunned down five dreaded terrorists who were behind several terrorist attacks in the valley.

“Police and Security Forces in the intervening night jointly launched a search operation in Chowgam area of Qazigund  Kulgam based on credible inputs about the presence of terrorists in the area”, a police spokesman said.

He further added that during the search operation, terrorists fired on the search party. “Initially the civilians were moved away from the site of the encounter to safer locations. Security Forces then engaged the terrorists in an encounter”, he said.

“This was a group of terrorists involving proscribed outfits Hizbul Mujahideen and LeT," he added.

He said that the killed terrorists have been identified as Gulzar Ahmad Padder alias Saif resident of Adijan Kulgam, Faisal Ahmad Rather alias Dawood resident of Yamrach Kulgam, Zahid Ahmad Mir alias Hashim resident of Okey Kulgam, Masroor Molvi alias Abu Darda resident of Fatehpora Anantnag and Zahoor Ahmad Lone alias Rehman Bhai resident of Nagnad Noorabad Damhal Hanjipora.

Police spokesman said that Gulzar Padder, was a close associate of Altaf Kachroo and was involved in a series of terror attacks including the killing of five police personnel at Pambay last year along with two bank employees.

Padder was also involved in the killings of Special Police Officer at Krewan Chidder in Kulgam, he was also involved in looting police guards at Damhaal and weapon snatching cases reported across Kulgam and many other bank robbery cases attempted in the area.

“Zahid of Okey village was wanted for his involvement in the killing of policeman Fayaz Ahmad of Zainapora on the day of Eid. Faisal was involved in the killing of Policeman Gowhar Ahmad who was posted in Shopian last year”, the spokesman said.

He said that Zahoor alias Rehman and Mansoor were involved in a series of terror offences besides recruitment bid in the locality.

They were affiliated with proscribed terror outfits LeT and HM. Arms and ammunition were also seized from the site of encounter.

Prior to this operation on September 13 security forces had gunned down three Pakistani terrorists in Jhajjar Kotli area of Jammu region whereas on the same day two terrorists were gunned down in Sopore area of Baramulla district and a day earlier two terrorists were gunned down in Guloora area of Kupwara district.

While the former DGP Khoda appreciates the fact that security forces were eliminating the terrorists in the valley, but he also says that the elimination of a large number of terrorists also prove that Pakistan continues to send in trained terrorists in the state of Jammu and Kashmir.

“Pakistan continues to fuel terrorism in Jammu and Kashmir and it is clearly known that the increase in activity is expected. It was evident during the election camping in Pakistan when it openly came out that Imran Khan now Prime Minister of Pakistan was projected by army and supported by army “ the DGP said.

He said that it was very well known that he is the prodigy of the army and he cannot afford to deviate from the known policy of Pakistan army as far as Jammu and Kashmir is concerned. Khoda who remained police chief in the state for a period of four years and ten months believe that the state will witness an increase in terror activities in the coming days.

“They (Pakistan) are going to increase terror activity against India and Kashmir, so we have to prepare to deal with it so it is better than a strategy is devised not only against terrorists in Kashmir but also against Pakistan so that it becomes costly for Pakistan to carry on with its support to terrorism”, Khoda said. He added that support of terrorism in Kashmir is a stated state policy of Pakistan.

“The killing of Pakistanis in Sopore and Jhajjar Kotli is a clear indication that infiltration is on and their intention is to give a fillip to terror activity in Kashmir”, he said.

He said that social media is also being used to spread fake news and video and it was important for the government to keep a check on it. He said that the government needs to devise a policy that ensures that local youth don’t join militancy in the valley.

“Terrorist numbers have also increased, the number of local youth joining the terror ranks have also increased. Again if you see the figures presented in the parliament by union home minister it shows that infiltration has increased” he said.

He said that it has to be seen as how far we can change our policy to tackle the terrorism and Pakistan involvement in Kashmir.

“We have to make sure that we must stop the flow of funds from across the border, stop cross-border infiltration, make it costly for Pakistan to support terrorist,” he said.

He further added that the state government also needs to keep a check on the functioning of Madarasas in the valley.
