Republic TV has accessed the Congress Party's 2016 manifesto in Assam where they had made promises on NRC. In their manifesto, they said  "After finalising NRC, deportation of all illegal foreign nationals will be taken up”. And, now as the citizenship debate has exploded, the Congress party has changed its stand saying that the onus on providing citizenship should be on the government. 

"After finalising the NRC, deportation of all illegal foreign nationals will be taken up with the Centre and keeping the interests of the state under consideration, a time bound process to carry out the same will be implemented," read the release.

Earlier on Monday, Assam Pradesh Congress Committee president Ripun Bora said, “BJP government is trying to polarise Assam. People were not counted on flimsy grounds. 40 lakh is a huge number. We will continue to work for these people. We urge people to maintain peace.”

Rahul Gandhi had also claimed that the NRC was actually initiated by former Prime Minister Manmohan Singh. Taking to Facebook, Rahul Gandhi said:

"The National Register of Citizens (NRC) was initiated by the UPA under Manmohan Singh Ji to fulfil the commitment made in the Assam Accord of 1985. However, the manner in which this exercise has been undertaken by the BJP Governments at the centre and in the State of Assam leaves much to be desired.

There are reports pouring in from all corners of Assam of Indian citizens finding their names missing in the draft NRC, creating massive insecurity in the state. Clearly, after spending close to 1,200 Cr, the execution of this critical and highly sensitive exercise has been tardy. The Government must move swiftly to resolve this crisis.

I appeal to all members of the Congress party to help maintain peace and help all those against whom an injustice has been done in the draft NRC, no matter what their religion, caste, gender, linguistic group or political affiliation"

Reacting to Rahul Gandhi's statement, Minister of state for Home Kiren Rijiju has launched a scathing attack on him. Kiren Rijiju, while taking to Twitter, has written, “Rahul Gandhi says that NRC is Congress baby and it's implementation has been tardy under BJP govt which means it should be carried out more rigorously. But on the floor of the house his Congress Party opposes NRC process. What does Cong Party want?”

Earlier on Monday, in a big move against illegal immigration, the Assam government released the second and final draft of National Register of Citizens (NRC) on Monday.  As per the exercise, which was directly monitored by the Supreme Court, those who have entered Assam after March 24, 1971, will be viewed as illegal immigrants. 2,89, 83,677 persons were found eligible out of 3,29,91,384 applicants in the second draft of the NRC while names of 4,007,707 people were not included in the final Draft NRC.
