Outmaneuvered and outnumbered, China tries to water down UNSC's resolution naming Jaish-e-Mohammed and sticks up for 'all-weather' friend Pakistan after Pulwama terror attack

Having been shot down at the United Nations Security Council despite its continued resistance to India's attempts to highlight Pakistan's support for terrorism on the world stage, China has now attempted to downplay the significance of the UNSC resolution naming the Jaish-e-Mohammed.

Having been shot down at the United Nations Security Council despite its continued resistance to India's attempts to highlight Pakistan's support for terrorism on the world stage, China has now attempted to downplay the significance of the UNSC resolution naming the Jaish-e-Mohammed.

Asked about the statement highlighting the role of the Pakistan-backed JeM claiming responsibility for the Pulwama terror attack in which 40 CRPF Jawans were martyred, China's Foreign Ministry spokesperson Geng Shuang told reporters that Beijing was closely following the developments related to the terror incident but the UNSC statement doesn't represent a judgment on the attack.

"Yesterday, the UN Security Council issued a press statement that mentioned that a particular organisation but only in general terms. It does not represent a judgment on the attack," Geng said.

As can be seen above, China appears to be squeamish in naming the terror organisation Jaish-e-Mohammed whose chief Masood Azhar it has repeatedly shielded from India's attempts to have him declared as a proscribed terrorist.

In the early hours of Friday, India had secured a massive victory in its endeavour to ensure those who are behind the Pulwama terror attack are brought to task, with the UNSC issuing a strong note of condemnation naming the JeM and asking all member states to cooperate with India in bringing the perpetrators to task:

Here is the statement by the United Nations' principal organ which comprises 15 members, including five that are permanent members - the US, China, Russia, the UK and France:

"The member of Security Council condemned in the strongest terms the heinous and cowardly suicide bombing in Jammu and Kashmir, which resulted in over 40 Indian paramilitary forces dead and dozens wounded on February 14, 2019, for which Jaish-e-Mohammed has claimed responsibility. The member of the Security Council expressed their deepest sympathy and condolences to the families of the victims, as well as to the Indian people and the government of India, and wished a speedy and full recovery to those who were injured. The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security".

"The members of the Security Council underlined the need to hold perpetrators, organisers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice, and urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Government of India and all other relevant authorities in this regard

The members of the Security Council reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed. They reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law and international humanitarian law, threats to international peace and security caused by terrorist acts"

China had earlier issued a pair of statements where it had condemned the attack in non-specific terms, and definitely not naming the JeM or its 'all-weather' friend Pakistan despite being asked specifically. A vast number of other countries, however, have come separately and together to back India, some, like the US, Russia and Israel, making powerful statements. Furthermore, India's diplomatic push to isolate Pakistan for its support for terrorism has also been vindicated by the FATF (Financial Action Task Force - an intergovernmental money-laundering watchdog) refusing to remove Pakistan from its Grey List for terrorism financing over its inaction in the matter.
