The Union Cabinet is likely to renew the bill to ban the practice of instant triple talaq in its meeting underway on Wednesday, Republic sources have confirmed.

Once passed by Parliament, the proposed bill will replace an ordinance issued earlier this year.

With the dissolution of the 16th Lok Sabha in May, the contentious bill had lapsed as it could not be passed by Parliament after being opposed by the Opposition and was pending in Rajya Sabha.

If cleared by the Union Cabinet on Wednesday, the new bill could be introduced in the first session of the 17th Lok Sabha beginning June 17.

The Muslim Women (Protection of Rights on Marriage) Bill, which made the practice of instant triple talaq (talaq-e-biddat) a penal offence, was opposed by opposition parties which claimed that jail term for the husband for divorcing his wife was legally untenable.

The government had promulgated the ordinance on triple talaq twice.

Under the Muslim Women (Protection of Rights on Marriage) Ordinance, 2019, divorcing through instant triple talaq will be illegal, void and will attract a jail term of three years for the husband

A bill to convert the earlier ordinance, issued in September 2018, was cleared by the Lok Sabha in December and was pending in the Rajya Sabha since the bill could not get parliamentary approval, a fresh ordinance was issued.

In the meeting, PM Modi is also expected to underline on the role that the Ministers of State will play in the Cabinet 2.0 and he is also likely to ask the Cabinet Ministers to give their deputies adequate responsibilites.

In the first Cabinet meeting, the Modi government had approved the expansion of the PM-KISAN scheme to cover all farmers who will get Rs 6,000 financial assistance per annum.

Addressing the agrarian crisis, PM Modi's Pradhan Mantri Kisan Samman Nidhi Yojana will now cater to over 15 crore farmer families as the expansion will benefit landless farmers along with those who have less than 5 acres (2 hectares) of land.

Along with that PM Modi's 2.0 government also cleared a special scheme for Control of Foot and Mouth Disease (FMD) and Brucellosis common among livestock.

The scheme envisages vaccination coverage to 30 crore bovines (cows, bulls, and buffaloes) and 20 crore sheep, goat and 10 million pigs, according to the Press Information Bureau.

The program that was implemented on cost sharing between Central and State governments, will now be fully sponsored by the Center.
