PM Modi's J&K Speech: 9 Laws and Benefits the people of Jammu & Kashmir will soon have access to

Prime Minister Narendra Modi on Thursday made his first address to the nation following the momentous move by his government earlier in the week to scrap Section 370 pertaining to Jammu and Kashmir thereby integrating the state with India like never before, and also its bifurcation into two Union Territories - J&K and Ladakh.

Prime Minister Narendra Modi on Thursday made his first address to the nation following the momentous move by his government earlier in the week to scrap Section 370 pertaining to Jammu and Kashmir thereby integrating the state with India like never before, and also its bifurcation into two Union Territories - J&K and Ladakh.

During the address, he spoke about how people of Jammu and Kashmir were deprived of the benefits of the laws that the rest of the country enjoyed. However, following the abolition of Article 370 and 35A, PM Modi said that he believes Jammu and Kashmir will soon recover.

In his speech, he listed a number of things that are about to change in the state following its full integration with the rest of India:

1. Right to education

PM Modi pointed out how the children in the rest of India have got the right to education but the children of J&K were deprived of this for the longest of time. He assured that it is soon going to change.

2.  Daughters' rights

As per the Article 370 of the Indian constitution, daughters married outside the state get no rights over paternal property. "The rights daughters of the other states used to get, the same was not the case for the daughters of J&K". However, in his speech, the Prime Minister confirmed this is soon to change.   

3. Implementation of Safai Karamchari Act

The Safai Karamchari Act which is in place in all parts of the country was not implemented in J&K. PM Modi addressed the issue and confirmed the implementation of the same.

 4. Implementation of Laws for Dalits

PM Modi highlighted how India has strong laws to protect Dalits and assured that J&K now will also come under its jurisdiction.

5. Implementation of Minority act

There was no minority act in every other state but J&K didn't have it, PM Modi assured that the law will be implemented in the state as well. 

6. Implementation of minimum wages act

While the minimum wages act was is there in the rest of the country, PM Modi in his speech said that the daily labourers of J&K had it only on paper, thus confirming that the law will successfully be rolled out in the state.

7. SC-ST protection act

The SC-ST protection act which is implemented in the rest of the country was not applicable in J&K. Now, it will be enforced in the state as well.

8. Leave Travel Concession (LTC) 

Leave Travel Concession (LTC) facilities will be enjoyed by the employees and police officers of Jammu & Kashmir the Prime Minister pointed out.

9. House rent allowance

Police officers of Jammu & Kashmir will also have house allowance, PM Modi said. He assured, "I will do an immediate review of this and ensure that the employees, police officers and their families get these benefits as soon as possible."

J&K's Article 370 scrapped

It was Home Minister Amit Shah who had moved the two bills and two resolutions that had the effect of mainstreaming of all the residents of Jammu and Kashmir with the rest of the country. They were cleared by both houses of Parliament with a clear majority, with a number of Opposition parties also backing the bill, including the TDP and AAP, plus the YSRCP. The Prime Minister was in the Lok Sabha when Shah replied to the Opposition. He was given a rousing desk-thumping welcome when he took his seat.

Article 370 and 35A had the combined effect of making Jammu and Kashmir a law onto itself, especially with regard to land-ownership and reservations. Removing the articles is likely to pave the way for easy investment into the state, and the government of India is already eyeing this, given that it has announced that a massive investment summit will be held in October this year. In his address to the nation, the Prime Minister spoke about how J&K had the potential to be the world's top tourist destination, but also made a pitch to a variety of industries.
