Politician and senior advocate KTS Tulsi has aired his views on the sensational 'conspiracy against CJI' charge made by lawyer Utsav Bains in the form of an affidavit to the Supreme Court in relation to the sexual harassment charge against the Chief Justice of India.

"We can't say anything at this stage. Conspiracy theories are being looked at, we can't put the cart before the horse. Nobody can arrive at the conclusion as to who is innocent who is not. The matter will be determined by an enquiry which will have all the material in front of them until then it is not wise to speculate," KTS Tulsi said.

The Supreme Court bench on Thursday heard lawyer Utsav Bains' who claimed about a "larger conspiracy" at play to frame Chief Justice of India (CJI) Ranjan Gogoi in relation to the sexual harassment allegation levelled against him and decided to probe the sensational charge.

Since then, the heat over the debate about the claims about conspiracy allegations has only increased with several speaking up on the matter.

Speaking about the twin inquiries that have been initiated - into the conspiracy claim as well as the allegations of sexual harassment, he said:

"I have no doubt in the mind that the truth will be established in the course of the enquiry. Once the enquiry is over, will one be able to say anything.  It is a very unfortunate incident. It has put the entire reputation of the court at stake. Let the truth be established, only then we can say anything."

Legal Legend Soli Sorabjee on Friday also spoke about the case. “It's a very sorry state of affairs where allegations are made against the CJI. I feel very sorry about it,” he said.

Taking cognisance of the 'conspiracy' angle brought to light by the advocate who also submitted 'evidence' in a sealed envelope, a three-judge bench comprising Justices Arun Mishra, Rohinton Nariman and Deepak Gupta has appointed Justice (Retd) AK Patnaik to inquire into what Bains has claimed.

In his affidavit, lawyer Utsav Bains has claimed that he was offered Rs 50 lakh to help "frame the CJI in the sexual harassment case".

Bains has also said that he was approached by an alleged 'fixer' who is an aide of Dawood Ibrahim with the offer of a bribe. The lawyer submitted ‘specific information’ on how the conspiracy was planned by ‘disgruntled employees’ of the Supreme Court. Details of those who are involved in the alleged plot against the CJI have also been specified in the sealed document, and the plot, as claimed by Bains, allegedly constitutes pressure tactics by some people to fix verdicts of the Supreme Court and malign the office of the nation's top judge.

Bains had been summoned by the apex court after he wrote a long and detailed Facebook post regarding his claims in which he said that “a lobby of judges who is planning this larger conspiracy” will try to ‘harm him (the Chief Justice of India) professionally”. To buttress his claims, Bains had also said that he would put his statement on an affidavit and would not appear in any matter presided over by the CJI. The Supreme Court had said on Wednesday that it will go to the root of the alleged conspiracy and sensational claims

As the matter currently stands, the Intelligence Bureau (IB) Chief and CBI Director have also been directed to cooperate with Justice AK Patnaik, following which the retired judge has been asked to submit the report to the Supreme Court in a sealed cover.
