After Dassault CEO Eric Trappier went into a great detail behind the several pricking issues brought forth by the Congress in the Rafale deal, on the Debate with Arnab Goswami, Air Marshal RK Sharma (Retd.) who supervised the negotiations of the Rafale Deal during UPA-II further clears the air about the issues raised by the Opposition.
Air Marshal RK Sharma put forth facts, figures, details and arguments that left his fellow panellists tongue-tied on the Debate with Arnab Goswami on Tuesday night.
"When the first negotiations were on, the people from the Defence Ministry who were involved were very exceptional. The negotiations were independently monitored by a committee and everything was found right.
The entire process of the first set of negotiations were independently monitored by three phenomenal and wise secretary level officers . In the second set of negotiations for 36 aircraft, the finest of officers, including the sitting Deputy Chief of Airforce Staff
had led the negotiations
We could not have gotten a better deal."
"In my 40 years of service, I have done design development by them (HAL), I used to fly LCA Tejas which was made by HAL. I have close association with them and have respect for them.
HAL has been making indigenous planes since the days of Vampire fighter planes.
That said it does not take from the fact this particular aircraft which had to be made in India within a particular frame of an RFP that had to be laid down if HAL was not wiling to comply with this although it was not a matter of its capability.
This is a complete different beast. When you say fifth generation 4++ aircraft, I can understand hesitation in HAL's mind as well as Dassault's mind.
The airforce has been suffering for long with HAL which has limitations when its comes to its technologies. Read the CDMO report as to what has to be done about Air Force technologies. It would have needed a lot of help to make 126 aircrafts."
