Addressing the Rajya Sabha, in his Motion of Thanks to the President's address, PM Modi slammed the Congress, on Wednesday, for insulting the voters and doubting the EVM by blaming their loss on the malfunction of EVMs. He said BJP too had been ridiculed when they lost, but they built it back up and got the results.

"Those who lost, whose pride was hurt are not able to thank voters, but I thank every voter, voting official, Election Commission for this election. A new disease has started regarding EVM. Questions and excuses are being raised on EVM.  At some time, even we (BJP) were second in the parliament, and we were mocked saying 'is being second or third enough?', but we had faith on our workers and the citizens along with the will to work hard. More than us, the next generation in our party worked hard and achieved by rebuilding the party. And this is the test of leadership," he said.

Slamming their unpreparedness to face competition in elections, he said that there were many more elections to come, which will be fought.

" We did not complain that poll booth capturing is happening, we accepted our defeat.  We worked hard and got favourable results. But when one does not have faith in oneself, then excuses are being made. Those who are not ready to introspect, accept mistakes, they search for ways to blame the EVM, so that they can say that we prepared well but EVM was faulty.  If you have guts, prepare a better cadre for next elections," he added.

Keeping up with the times, as technology progresses, EVMs too have evolved said the Prime Minister, while adding that only those who won during paper ballots want to go back to paper ballots. 

"Compared to earlier times, nowadays during elections, the headlines read how the voter turnout has increased. As technology progressed, the booth capturing reduced, and since then these Opposition started losing. Hence they want to go back to the paper ballot method," he said.

Speaking about the journey of EVMs from 1977 to date, PM Modi questioned Congress how people who introduced EVMs can now oppose it.

"In 1977 the idea of EVM was introduced, in 1982 EVM was put to use and in 1988, the representatives elected to this house only accepted the use of EVM as a law. In 1992, under Congress leadership, the rules of the EVM was made. You introduced this way of voting and now you are opposing it just because you lost?" he added.

"Using EVMs, 113 state assembly and 4 Lok Sabha elections have been held, and all political parties have been elected into the houses using EVM only. After 2001, in many High Courts and Supreme Courts, the issue of EVM has been raised. After all knds of scrutiny, EVM has got positive feedback only. In 2017, when Opposition again raised issues against EVM, ECI challenged it and none of these parties turned up. Only NCP and CPI came and understood the working. Vested interests groups started spreading fear against EVM which influence some of us too, but we made efforts to go to its root and find the truth," he said.

Talking about VVPAT, he said that while Opposition tried to use it against elections, it has only strengthened it.

"Then came VVPAT. It was used as a method to derail the entire election. They confused the common people by protesting to the ECI every alternate day. We are all witness that VVPAT only strengthened the EVM process. I am surprised by the Congress party, that you are not able to digest victory nor are they accepting defeat," he added.

PM Modi had addressed the Lok Sabha on Tuesday where he spoke about how earlier it was difficult for the common man to avail basic facilities of public toilets and gas connections while touching on gender equality, emergency, triple talaq, economy, farmer crisis to name a few.
