In the opening statement, while presenting the Union Budget 2019, Finance Minister Nirmala Sitharaman encapsulated the achievements of PM Modi-led NDA government's previous tenure and highlighted the objective of the NDA government, which remains- 'strong citizens for a strong nation'
She said that the previous NDA government provided a 'rejuvenated center-state dynamic, cooperative federalism, GST Council and a strident commitment to fiscal discipline.'
She said, "The recent election which brought us to this August house was charged with brimming hope and a desire for a stable new India. Like never before, India celebrated its democracy by coming out to vote in large numbers."
"Through the unambiguous and a firm mandate, they have reaffirmed, to put the nation first. The people of India have validated the two goals of our country's future, that of national security and economic growth," she added.
Sitharaman added how the NDA government had set the ball rolling for a 'New India' outlining the achievements of the government.
She said, "The first term of PM Modi led-NDA government stood out as a performing government, a government who's signature was in the last mile delivery. Between 2014-19 we provided a rejuvenated center-state dynamic, cooperative federalism, GST Council and a strident commitment to fiscal discipline."
"We had set the ball rolling for a new India, planned and assisted by Niti Aayog, a broad-based think-tank. We have shown by our deeds that the principal performs, reform, the transform can succeed. On many programs and initiatives, we have worked on the unprecendented scale. The average amount spent on food security per year approximately double during 2014-19 compared to the preceding five years. The number of patents issued more than tripled in 2017-18 as against the number of patents issued in pre-2014," she added.
Sitharaman in her maiden speech highlighted the goal of the NDA government, which they continue to follow even in the second term, announcing that the programs and services that were announced previously would be 'accelerated' now.
She said, "Our last mile delivery stood out, and every citizen in the nook and corner of our country felt the difference, our objective was and continues to be 'majboot desh ke liye, majboot nagrik' (for a strong country, a strong citizen)"
"Mega programs and services which we initiated in those five years will not be further accelerated. We shall further simplify procedures, incentivize performance, reduce red-tape and make the best use of technology just as we did earlier," the Finance Minister added.
"Chanakya Neeti Sutra says 'Sarya pursha karen nakshyam samadayate' meaning, with determined human efforts, the task will surely be completed,' Sitharaman said reading out a quote from Chanakya Neeti sutra (philosophy)
She further read an Urdu couplet before presenting the budget, 'Yakeen ho to koi raasta niklata hai, hawa ki ot(protection) bhi le kar charagh jalta hai'
