New Delhi: Three UPSC aspirants, studying in the basement of Rajendra Nagar's Rau's IAS Study Circle, lost their lives after drowning due to waterlogging and flooding.

A copy of a complaint flagging the ‘illegal basement’ has been going viral and two reminders were also sent but the MCD did not take any action.

The deaths that happened due to the negligence of the authorities, could have been avoided.

Complaint Against ‘Illegal Basement’ Filed A Month Before Accident

A UPSC aspirant, Kishore Singh Kushwah had filed a complaint with the Municipal Corporation of Delhi (MCD) on June 26, exactly a month before three aspirants tragically died.

The complaint was aimed at bringing the ‘illegal basement’ at Rau's to MCD's notice; it informed the municipal corporation that the Rau's IAS Study Circle has been illegally using the basement as a library without a No-Objection Certificate (NOC) from the authorities.

The complaint said that the basement is being used to conduct classes and it is also being used as test centres.

‘Could be Threat to Lives of Students and Staff, Might Lead to Big Accident’

The complaint further said that the illegal usage of the basement at Rau's IAS Study Circle could be a threat to the lives of the students and staff members at the coaching institute and that it might also lead to a big accident.

The complaint highlighted an incident of corruption at MCD and also requested the authorities to take action against the illegal activities that reputed coaching institutes are indulging in.

MCD Did Not Act Despite Two Reminders

Apart from the complaint filed on June 26, two reminders were also sent to the MCD on July 15 and July 22. The first reminder read, “Sir, it's very important and urgent issue, take strict action on it.”

The second reminder said, “Sir, please take action, it's (an) issue of student safety.”

According to the online portal, the complaint is under process.
