Facebook is currently working on a fix and they have said that they are trying to resolve the issue as soon as possible. However, Facebook did not reveal what has caused the issue in the first place.

"We're focused on working to resolve the issue as soon as possible, but can confirm that the issue is not related to a DDoS attack," Facebook is said in its second statment.

Update (12:31PM / March 14, 2019):  Instagram service has been restored.
