Ohio Republican Gov. Mike DeWine says he picked the state's new vaccine lottery prize of $1 million because it's a "magical number" that captures people's attention.

The first drawing for the Vax-a-Million lottery system is scheduled for May 26.

Participants must opt-in to the lottery, which will begin next Wednesday and continue for five weeks, offering adult residents a $1 million prize and children 12-17 a full-ride scholarship to a four-year university in the state.

DeWine told the Associated Press on Monday there are generally three types of people: those who have already been vaccinated and were eager to do so; those who refuse to be vaccinated; and people who are not against being vaccinated but for whom it's not a priority or they are not excited about it.

DeWine created the lottery program to target that last group of people, he said.

For the weekly $1 million prize, permanent Ohio residents who are 18 years and older and have received at least one dose of the Moderna or Pfizer vaccine or the one-shot Johnson & Johnson vaccine by the Sunday before the weekly Wednesday drawing are eligible to enter the lottery.

The state determines permanent residency using the same requirements that it uses for issuing an Ohio driver's license or eligibility to vote.

For the scholarship, permanent Ohio residents who are between 12 and 17 years of age and have received at least one dose of the Moderna or Pfizer vaccine or the one-shot Johnson&Johnson vaccine by the Sunday before the weekly Wednesday drawing are eligible to enter the lottery.

The winner can put the scholarship, which includes room and board, tuition, and books, to any Ohio state college or university of their choice. Children can enter on their own but parents or guardians would have to verify their eligibility.
