Washington, D.C. – A long-overdue U.S. intelligence report detailing the hidden wealth and corruption of top Chinese Communist Party (CCP) leaders, including President Xi Jinping, has ignited fresh controversy in Congress. The report, mandated under a 2022 law, remains missing more than a year past its deadline, fueling suspicions of a cover-up and intensifying scrutiny over the hypocrisy of China’s ruling elite. The demand for its release, spearheaded by Rep. Andy Ogles and three other lawmakers, underscores mounting concerns over CCP leaders amassing vast fortunes while subjecting their people to economic hardships.

According to a report published by The Washington Times on February 27, 2025, Rep. Ogles and his colleagues addressed a pointed letter to the Director of National Intelligence (DNI) Tulsi Gabbard, demanding the immediate release of the classified report. The lawmakers expressed outrage over the delay, particularly given that the previous DNI, Avril Haines, under the Biden administration, had ignored multiple requests for information.

“While reporting requirements from Congress to federal agencies are standard, the eventual release of this report will carry far greater implications. It will likely highlight that Xi Jinping and his top cadres are not ‘scraping by’ on legally prescribed nominal salaries – indeed, they are more than likely bona fide billionaires,” the lawmakers wrote.

The CCP’s Wealth Hypocrisy: Billionaire Bureaucrats & Widespread Poverty

The letter outlines existing evidence of “massive wealth accumulation” by senior CCP officials, exposing the sharp contrast between the regime’s rhetoric and reality. Notably, a 2012 investigation found that Xi Jinping’s family-controlled investments were worth $376 million and held an 18% indirect stake in a rare-earth mineral company with assets totalling $1.73 billion.

These revelations are particularly damning when juxtaposed with the economic struggles of ordinary Chinese citizens. A staggering 600 million people in China live on approximately $5 per day, yet CCP leaders continue to amass hidden fortunes while tightening state control over the economy.

The lawmakers slammed Xi Jinping’s call for the Chinese people to “eat bitterness” amid the ongoing economic downturn, describing it as “a cruel joke” given the opulence of the CCP’s ruling class.

“The juxtaposition between the lavish lifestyle enjoyed by the PRC’s leadership and the more than 1.4 billion people suffering under the CCP’s tyrannical rule would shatter any pretence that Mr. Xi and his minions were ever interested in combating corruption,” the letter stated.

Is the CCP’s Political Legitimacy in Question?

Beyond merely exposing corruption, the report’s findings could undermine the CCP’s claim to political legitimacy. If released, the intelligence assessment could provide undeniable proof of the regime’s systemic exploitation of power for personal financial gain, potentially sparking widespread discontent within China.

“It would represent a new opportunity for the people of the PRC and could undermine the heretofore unchallenged assumption that the CCP has sole claim to political legitimacy in the People’s Republic of China,” the lawmakers argued.

The delayed report also raises national security concerns, particularly regarding China’s military spending and global ambitions. The Pentagon estimates that Beijing’s actual defence budget far exceeds its official figures, ranging between $330 billion and $450 billion in 2024, significantly higher than the publicly stated amounts. This unchecked military expansion, combined with the CCP’s corruption, signals a regime more focused on global power projection than improving the lives of its citizens.

Push for Immediate Release & Congressional Action

The lawmakers are urging DNI Tulsi Gabbard to release the report immediately and provide a status update by March 12. They argue that its findings are critical for shaping U.S. policy and military strategy, particularly as Congress deliberates the fiscal 2026 defence authorization bill.

Meanwhile, Secretary of State Marco Rubio has doubled down on warnings against China’s growing influence and military aggression, reiterating America’s commitment to defending Taiwan and reducing dependence on Chinese-controlled supply chains.
