CM Yogi Announces Ambitious 'One District, One University' Plan

Lucknow: Chief Minister Yogi Adityanath has directed the preparation of a new policy to encourage private investment in the state's higher education sector. In an important meeting held on Tuesday, the Chief Minister emphasized the significant role of the private sector in enhancing access to higher education and outlined several key directives.
The Chief Minister highlighted that the vision of 'One Division-One University' has been realized through continuous efforts over the past seven years. Universities have been established in all 18 divisions, with construction ongoing in several locations. The next goal is 'One District-One University.' Currently, 35 districts have universities, and the private sector can play a crucial role in establishing universities in the remaining underserved districts. Encouraging private sector funding in higher education can support the fulfillment of our objectives.
Given the increasing demand for higher education, the Chief Minister stated that private investment could assist government efforts to expand access. This would increase the number of institutions, courses, and seats available to students, while also enhancing the quality of education and research.
Emphasizing the importance of Uttar Pradesh's young population, the Chief Minister noted that the state's average age is currently 21, which will rise to 26 by 2030, contributing 16.5% to India’s young population. Currently, the Gross Enrolment Ratio (GER) of Uttar Pradesh is 25.6%, which needs to be increased to 50% by 2035 as per the National Education Policy (NEP). The private investment incentive policy could help bridge this gap.

The Chief Minister stressed the necessity of private investment in higher education, instructing officials to study related policies from other states, engage with stakeholders, and prepare the Higher Education Incentive Policy promptly. The new policy should offer incentives such as stamp duty exemptions and capital subsidies to investors.
The policy should also include special incentives for establishing universities in aspirational districts, prioritizing these areas. Additionally, proposals from top-ranking global universities for setting up campuses should be given special provisions.
