The Allahabad High Court has observed that every arrest and detention does not lead to custodial torture.
With the above observation, the court recently dismissed a writ petition filed by Shah Faisal of Maharajganj district in Uttar Pradesh, who had sought compensation from the state government for alleged inhuman treatment meted out to him by police personnel.
The court noted that an FIR was lodged against the petitioner, accusing him of beating up one Rishikesh Bharti with a rod. He was called to a police station for interrogation. Subsequently, on a complaint from the petitioner, the senior superintendent of police (SSP) had initiated an inquiry against police personnel but nothing was found, the court observed.

Yet to receive proposal for re-appointment of civil defence volunteers: Delhi LG
Delhi Lieutenant Governor VK Saxena on Saturday asked Chief Minister Atishi to expedite the re-appointment of 10,000 civil defence volunteers (CDVs) removed as bus marshals last year.
In a letter to Atishi, Saxena said that despite his express order to immediately reappoint the CDVs, he was yet to receive a proposal from the chief minister in this regard.
Around 10,000 CDVs working as marshals in public buses in Delhi were removed from their posts in November last year after objections were raised by the revenue and finance departments.
"Of course, you and your party leaders may continue to do politics of taking credit for their reinstatement, but any more delay in the welfare of these economically weaker and helpless people is not right in any way," Saxena said.
The ruling Aam Aadmi Party (AAP), meanwhile, alleged in a statement that the BJP indulged in "petty politics" by getting over 10,000 bus marshals dismissed in a single stroke as per its whims and fancies.
"The AAP has been relentlessly fighting, from the streets to the Assembly, standing shoulder to shoulder with the bus marshals," the party claimed.
Reacting to the matter, Delhi BJP chief Virendra Sachdeva warned that if the AAP government does not send a proposal to the LG to reinstate the CDVs by Sunday evening, the party will 'gherao' Chief Minister Atishi.
Claiming that the AAP government has no intention to reinstate the CDVs, Sachdeva promised to do the needful if the BJP comes to power in Delhi after the Assembly polls scheduled early next year.
In a post on X, the Raj Niwas also said that the LG has again written to the chief minister underling the non-engagement of CDVs till now, asking for their immediate re-appointment.

Union Home Minister Amit Shah will release the Bharatiya Janata Party's manifesto and address three rallies in poll-bound Jharkhand on Sunday.
Shah arrived in Jharkhand capital Ranchi on Saturday night.
"Union Home Minister Amit Shah will release the 'Sankalp Patra' for Jharkhand assembly elections in Ranchi on Sunday. He will also address three rallies at Ghatshila, Barkatha and Simaria assembly constituencies during the day," the BJP said.
Prime Minister Narendra Modi will visit Jharkhand on November 4 and address two rallies.

More than 30 animals distressed due to heat, firecrackers rescued
More than 30 animals distressed due to heat and Diwali firecrackers have been rescued in the last 48 hours across Mumbai Metropolitan Region, an official said on Saturday.
The Resqink Association for Wildlife Welfare (RAWW) helpline got 60 calls from citizens alerting about such animals, said the wildlife rescue organisation's founder-president Pawan Sharma.
"The 33 animals rescued include squirrels, monkeys, owls, parakeets, egrets snakes and turtles. They are being treated and rehabilitated at our facility. Light and noise pollution is distressing them," said Sharma, who is an honorary wildlife warden with the state forest department.
Some of the animals are so severely injured due to to firecrackers that they will need lifetime care and won't be able to survive in their natural habitats anymore, said veterinarian Dr Rina Dev.

A high-level team sent by Madhya Pradesh Chief Minister Mohan Yadav to the Bandhavgarh Tiger Reserve following the death of 10 elephants did not come across any “conspiracy theory”, one of its members said on Saturday.
The team comprising MP forest junior minister Pradeep Airward, additional chief secretary Ashok Baranwal and head of Forest Force Aseem Shrivastava visited the spot inside the protected forest.

Mangaluru police bust multi-state scam targeting e-commerce giant; two arrested
The Mangaluru police have uncovered a multi-state, multi-crore scam with the arrest of two men accused of defrauding an e-commerce giant across India, officials said on Saturday.
The suspects, Raj Kumar Meena (23) and Subhash Gurjar (27) from Rajasthan, are alleged to be part of a large-scale fraud spanning over 10 states, including Tamil Nadu, Kerala, Assam, Karnataka, Delhi, Uttar Pradesh, and Bihar.
Mangaluru City Police Commissioner Anupam Agarwal described the arrests as a significant breakthrough.
A case has been registered at Urwa police station in Mangaluru.
The scam, reportedly, involved orders worth Rs 11.45 lakh placed under a false identity. The accused used the name Amith, to place orders, for two high-value cameras and other items, providing a fictitious address near the KSRTC bus stand in Mangaluru.
Upon delivery, Meena collected the items and provided the OTP while Gurjar distracted the delivery personnel. They, then, swapped the original stickers on the Sony camera boxes, with those of other items in the order, delaying delivery confirmation by using an incorrect OTP and arranging to collect the cameras the next day.
Suspicion arose when the accused later canceled the camera order, prompting the private logistics, the e-commerce platform's delivery partner, to inspect the boxes and uncover the sticker swapping. Investigation confirmed that the accused had taken the cameras, leaving behind tampered boxes, police said.
The Urwa Police initiated an investigation, seizing Rs 11.45 lakh obtained from the sale of fraudulently acquired goods.
Two Bangladeshis arrested in Meghalaya
Meghalaya Police and BSF in a joint operation on Saturday arrested two Bangladeshis from East Khasi Hills district for entering Indian territory without any valid travel document, officials said.
Acting on intelligence inputs the BSF and Meghalaya Police jointly launched an operation and stopped a vehicle at Pynursla town about 50 km from the international border, they said.
"During the search of the vehicle two Bangladesh nationals and an Indian taxi driver, suspected of facilitating the crossing over of the two Bangladeshis, were apprehended, and the vehicle was seized," the BSF said in a statement.
Police confirmed that the two Bangladeshis and their taxi driver were arrested and charged under relevant laws of the land.

Fashion designer Rohit Bal cremated at Lodhi Road crematorium
Friends and admirers of Rohit Bal gathered alongside his family to pay their final respects to the designer who played a pivotal role in bringing Indian fashion to the global stage.
Bal, one of India’s most celebrated fashion designers, died on Friday night at a south Delhi hospital following a heart attack at the age of 63. He was cremated at the Lodhi Road crematorium here on Saturday.
His funeral was attended by Sunil Sethi, the president of Fashion Design Council of India (FDCI), actor-model Arjun Rampal, designers JJ Valaya, Varun Bahl and Rohit Gandhi.
The designer's mortal remains were kept at his Defence Colony residence, where many prominent personalities paid their last respects.

AQI 'poor', 'very poor' in several parts of Himachal post-Diwali
The air quality at various places across Himachal Pradesh deteriorated post-Diwali due to bursting of crackers, officials said.
This year the average AQI in the state was at 140 (moderate) as compared to 92 last year.
As per the data from the pollution department, industrial areas in the state recorded air quality ranging between moderate to very poor and Baddi (industrial area) was the most polluted with a "very poor" AQI of 392 followed by Parwanoo at 217, Poanta Sahib at 145, Barotiwala at 139, Nalagarh at 128 and Una at 122.
An AQI between zero and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', 401 and 450 'severe' and above 450 'severe plus'.
The air quality of Shimla was satisfactory with AQI 66 against 78 last year as the district administration had allowed the bursting of firecrackers from 8 pm to 10 pm only. Though some violations were seen but majority of the residents abided by the directions, officials said.

Delhi AQI at 296, Smog Engulfs City
A thin layer of smog engulfed the national capital and the AQI was recorded at 296 at 7 am on Saturday, according to the System of Air Quality and Weather Forecasting and Research (SAFAR).
In Anand Vihar, the AQI was recorded at a very poor category of 380 at 7 am; in ITO, it was 253 (poor) at 6 am; in RK Puram, it was 346 (very poor) at 6 am; in IGI Airport T3 it was 342 (very poor) at 6 am; and in Dwarka Sector 8 the AQI was 308 (very poor) at 7 am, according to the Central Pollution Control Board (CPCB).
