Indian External Affairs Minister Sushma Swaraj went to Moscow for a two day meet with Deputy Prime Minister of Russia, Yuri Borisov. The meeting was a part of the 23rd India-Russia Inter-Governmental Commission on Technical and Economic Cooperation (IRIGC-TEC). As per reports, the discussions revolved around bilateral and regional issues. Swaraj also met Russian foreign minister Sergei Lavrov on September 13, 2018.

On September 14, 2018, the Ministry of External Affairs spokesperson, Raveesh Kumar shared a picture of the meet on Twitter. He wrote: ''Meeting begins to expand our relationship across all sectors & identify new opportunities! EAM @SushmaSwaraj & Russian Deputy Prime Minister Yuri Borisov chairing the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological & Cultural Cooperation''

As per reports, Sushma Swaraj said that she came to Moscow for a bilateral talk and had no clue that she will be meeting Lavrov here. She said that she is thankful to him as he took some time out of his busy schedule and met her. Swaraj also said that post the meeting of the Russian president, Vladimir Putin, and PM Modi, which took place in May 2018, the Indo-Russian ties have become much more cordial and warm. Swaraj also added that she is looking forward to Putin's visit to India on October 4, 2018.

What is the IRIGC-TEC?

The India-Russia Inter-Governmental Commission on Technical and Economic Cooperation (IRIGC-TEC) is a major body which reviews a different kind of bilateral issues among India and Russia. The committee carefully reviews and analyses the activities of many fields like trade and investment, science and technology, culture and so on.

After review, the commission provides some suggestions and necessary steps in those fields. The last meeting of the commission was held in New Delhi in December 2017. Meanwhile, Russian President Vladimir Putin is all set to meet PM Modi in New Delhi. The leaders will meet at the 19th Indo-Russian on October 5, 2018. The last summit was held in St Petersburg in 2017.
