Controversial IAS officer Shah Faesal who is the first person from Jammu and Kashmir to have topped the prestigious civil services examination has resigned and will contest elections, as per sources.

Faesal in a statement on Facebook has said that he has resigned from the government post to "protest against killings of Kashmiris, marginalisation of Muslims, and growing intolerance and hate in India," adding that "Kashmiri lives matter"

Faesal, who was most recently on study leave in the US as a Fulbright scholar during which time he had caused an uproar by terming India 'Rapistan' during the time of the horrific Kathua and Unnao rape incidents, will be joining the National Conference, sources confirmed to Republic TV, post which NC chief and former Jammu and Kashmir Chief Minister Omar Abdullah welcomed Faesal into the party's fold:

Here is Faesal's full statement about his resignation:

To protest against the unabated killings in Kashmir, and lack of any sincere reach-out from the Union Government; the marginalization and invisiblization of around 200 million Indian Muslims at the hands of Hindutva forces reducing them to second-class citizens; insidious attacks on the special identity of the J&K State and growing culture of intolerance and hate in the mainland India in the name of hypernationalism, I have decided to resign from Indian Administrative Service.

I wish to remind the regime of the day that subversion of public institutions like RBI, CBI and NIA has the potential to decimate the Constitutional edifice of this Country and it needs to be stopped. I wish to reiterate that voices of reason in this country cannot be muzzled for long and the environment of siege will need to end if we wish to usher in true democracy.

I am thankful to my family, friends and well-wishers for supporting me in this amazing journey in IAS. One of my important tasks here-after will be train and guide aspiring civil servants to help them in achieving this dream.

I will be addressing a press conference on Friday to share my future plans. I will look forward to your support and blessings in this new mission.

Faesal also tweeted the statement:

Faesal, who is a 2010-batch IAS officer has previously served as he Managing Director of the J&K State Power Development Corporation. He had taken study leave to become a Mason Fellow at Harvard University, as per his Twitter profile.

At the time that Shah Faesal had issued his controversial 'Rapistan' tweet, Omar Abdullah had slammed the Department of Personnel and Training (DoPT) for initiating action against him.

Omar Abdullah had written:

"Looks like DOPT is determined to chase @shahfaesal out of the civil services. The last line of this page is shocking & unacceptable where they question Faesal’s “integrity & honesty”. How is a sarcastic tweet dishonest? How does it make him corrupt?"

He was referring to the following communique from the DoPT:

Elections are set to be held in Jammu and Kashmir at around the same time as the 2019 Lok Sabha polls following the existing assembly's dissolution a few months earlier. Omar Abdullah and Mehbooba Mufti have already renewed their hostilities following their whirlwind alliance to force elections. The Congress and BJP, along with Sajad Lone's JK People's Conference are the parties in the fray.
