President Ram Nath Kovind has announced the list of ministries on the advice of Prime Minister Narendra Modi.

As per the list, Goyal will hold the portfolio for Railways with the additional charge of Commerce and Industry.

In 2014, Goyal was made the Minister of State for Power, Coal, New and Renewable Energy and Mines in 2014. He became the Railway Minister in 2017 following the cabinet reshuffle. He was given the additional charge of the Ministry of Finance from May through August 2011 during Arun Jaitley's absence for medical treatment. He had presented the interim Union budget on February 1, 2019 in the Lok Sabha.

"I had the blessing of Sureshji (Prabhu) since the last two years when I took on the job. He will continue to guide me as this is a new responsibility and a new role. I am grateful to PM Modi for considering me worthy of this role," he said.

The minister also tweeted thanking his family or the support, PM Narendra Modi for the new portfolio, and said he would perform his responsibilities to the best of his abilities.

In the previous term of the Modi government, DV Sadananda Gowda had held the portfolio in between May to November 2014. Suresh Prabhu took over the Ministry on November 10 and held the portfolio till September 2017 until the cabinet reshuffle. Prabhu held the Commerce and Industry following the reshuffle.

In his first stint as railway minister, Goyal, a Rajya Sabha member, achieved several firsts -- it was during his tenure the government announced its first bullet train which would run from Mumbai to Ahmedabad in Gujarat, Prime Minister Narendra Modi's home state, manufactured its first indigenously-built and engine-less high-speed train Vande Bharat Express, commissioned its longest bridge, converted a diesel loco into an electric one for the first time, built its first transport university, and its first air-conditioned local train.

Goyal, having achieved the lowest accident figures in his previous tenure, had repeatedly said that his goal was to reach the zero accident standard. The national transporter also registers the lowest accident rate in the past three decades during Goyal's tenure.
