Congress President Rahul Gandhi has appointed Shashwat Gautam as the National Coordinator of the All India Congress Committee's (AICC) Data Analytics Department on Wednesday. As an Office bearer in AICC, he will be a permanent invitee to the Advisory Committee of Bihar Pradesh Congress Committee. Gautam will look after the design of communication narrative and booth level organization of the Party with a view of upcoming Assembly and National elections.
The General Secretary of Congress, Ashok Gehlot, announced the appointment by issuing a press release:
While taking to Republic TV, Shashwat Gautam said:
"My sole objective would be to ensure Congress has strong booth presence in at least 250 parliamentary constituencies. The entire focus would be to strengthen the party at the booth level across India...and also To execute that we are going to use State of the art Big Data, Artificial Intelligence, Machine Learning, and Data Analytics technologies at a pan India level".
The Data Analytics Department headed by Shri Praveen Chakravarty was set up by Shri Rahul Gandhi in February this year after taking charge as the President of the party. Praveen Chakravarty congratulated Shashwat on his appointment and said that Shashwat has an astute understanding of Politics and knowledge of Data Science and he would be a major asset for the party for years to come.
Congress President is determined to involve youngsters in key party positions, and technology is likely to play an important role in how to transform the Congress Party under the new leadership.
Congress Party will rely heavily on its Data Analytics Department for the electoral campaign, candidate selection, political narratives, and constituency mapping for upcoming Lok Sabha elections in 2019. Congress launched project Shakti as the first initiative undertaken by the department to map out its workers and supporters at the booth level. Congress claims that Project Shakti has already mapped and connected around 1 crore booth level workers of the Party in 9 States of the country.
Shashwat Gautam has worked with Bihar CM Nitish Kumar in the past overseeing the Communication and political narratives of JD(U). He was appointed as a Director at Bihar Government's Centre for Economic Policy and Public Finance (CEPPF) at ADRI, Patna to set up Advanced Analytics Unit for Public Finance. Gautam has also been a key figure in convening all political parties of Bihar for a joint memorandum to 15th Finance Commission and oversaw the preparation of memorandum to the Finance Commission.
He was based in Washington DC, USA and worked as a Civil Servant in Water Commission in the Government of Maryland before moving back to India to work with Bihar CM Nitish Kumar. He is an MBA in Data Analytics and MS in Finance, and alumni of The George Washington University, Washington DC.
