36 PoK-based terror commanders declared 'Proclaimed Offenders'; property attachment initiated in J&K

Kishtwar police has declared 36 terror commanders operating from Pakistan Occupied Jammu and Kashmir (PoJK) as proclaimed offenders.

Jammu : In a significant move, the Jammu and Kashmir Police in Kishtwar has declared 36 terror commanders operating from Pakistan Occupied Jammu and Kashmir (PoK) as proclaimed offenders. The process of attaching their properties has commenced, and within the next 30 days, properties in Kishtwar district will be attached under CrPC 83. This action, prompted by orders from the NIA Court in Doda, marks a crucial step in holding these terrorists accountable.

These proclaimed offenders, operating from PoK, have been actively involved in radicalization and orchestrating multiple attacks in the region through their sleeper cells. They collaborated with secessionist and separatist leaders to mobilize sleeper cells, aiming to wage war against the Government of India with the intention of seceding Jammu and Kashmir from the Union of India.

The list of declared proclaimed offenders includes individuals such as Manzoor Ahmed, Ghulam Mohd. Guijar, Shabir Ahmed, Mohd. Amin Bhat, and others. The action has been initiated based on two cases registered in Police Station Kishtwar and Chatroo under various sections of the IPC and UAPA. Non-Bailable Warrants (NBWs) were previously issued by the NIA Court in Jammu against these terrorists operating from PoK."36 terrorists operating from PoK declared 'Proclaimed Offender'; properties to be attached next month. 

SSP Kishtwar Khalil Poswal said that all 36 terrorists in PoJK have been marked as proclaimed offenders by the NIA Court Doda. "This designation involves the attachment of their properties in next level. Notably, authorities have pinpointed 12 properties belonging to 23 of these terrorists, with seven properties previously identified. The investigation, spearheaded by CIO Kishtwar Dy. SP Vishal Sharma, meticulously presented all formalities before the Hon’ble UAPA special court Doda," he added

36 terrorists who have been declared proclaimed offenders have been identified as Manzoor Ahmed @ Tahir Inqalabi, Manzoor Ahmed, Ghulam Mohd. Guijar, Nazir Ahmed @ Shaheen, Shabir Ahmed @ Junaid, Mohd. lgbal Rishi @ Muzamil Ansari, Mohd. Amin Bhat, Jamal Din Naik @ Mudasir, Gh. Hussain Sheikh, Bashir Ahmed Raina @ Showkat, Guzar Ahmed @ Jovid, Shabair Ahmed, Imtiyaz Ahmed @ Tahiq Sadique, Bashir Ahmed, Mohd Shafi @ Amjad, Gh. Nabi Wani @ Majid, Abdul Kareem @ Ismail, Gulabu, Farooq Ahmed Ganie, Mohd. Haneef Sheikh, Mushtaq Ahmed @ Harrara, Mohd. Ifran Khanday, Mohd. Rafiq Khanday @ Khalid, Shahnawaz Kanth @ Munna @Umer, Nayeem Ahmed @ Amir/Gazi, Mohd Iqbal @Bilal, Shahnawaz @ Nayeem, Javid Hussain Giri@ Muzamil, Bashir Ahmed Mughal, Gazi-ul-Din, Sattar Din @ Rajab @ Saifullah, Imtiyaz Ahmed @ Dawood, Shabir Ahmed, Mohd Rafig Keen, Muzaffer Ahmed and Azad Hussain.

The action has been initiated in two cases registered in Police Station Kishtwar and Chatroo vide FIR no 272/2022 and 90/2022 under sections 120-B/121-A/IPC, 13/18/39/UAPA. The NIA Court in Jammu had earlier issued Non-Bailable Warrant (NBWs) against all these terrorists operating from Pakistan Occupied Jammu and Kashmir.
