Kolkata: Central Bureau of Investigation (CBI) on Thursday made a fifth arrest in the financial irregularities case of RG Kar Hospital in Kolkata.

CBI had registered a case of alleged financial irregularities at Kolkata’s RG Kar Medical College where a trainee doctor was found dead on August 9.

The accused has been identified as Ashish Pandey, who is said to be a youth leader of TMC .

The probe agency took control of the investigation from the Special Investigation Team (SIT) established by the West Bengal government under the guidance of the Calcutta High Court. The High Court, which had previously assigned the investigation of the medico's rape and murder to the SIT, also transferred the inquiry into financial irregularities to the CBI "to ensure a thorough and impartial investigation."

“…this Court directs that the investigation be transferred to the CBI, given that the case involved serious allegations and multiple agencies handling different aspects of the case could lead to inefficiencies or inconsistency for comprehensive justice, unnecessary delays in the judicial process and potential misinterpretation of information thereby undermining effective and credible enforcement. Therefore, the investigation should not be fragmented between different agencies. Handing over the investigation to the CBI ensures consistency,” Justice Rajarshi Bharadwaj said.

On September 14, the Central Bureau of Investigation (CBI) arrested Abhijit Mondal, the officer-in-charge of the Tala police station, along with Sandip Kumar Ghosh, the former principal of RG Kar Medical College and Hospital (RGKMCH). They face charges of tampering with evidence and delaying the filing of an FIR related to the rape and murder of a female doctor at RGKMCH in Kolkata.
Dr. Ghosh is currently in judicial custody after being arrested by the CBI on September 2 for alleged financial irregularities at the institution.

Meanwhile CBI in its remand note of Dr Sandeep Ghosh mentioned that its investigations revealed the vendors Biplab Singha and Suman Hazra are close acquaintances of Sandip Ghosh.

"Sandip Ghosh has known  Biplab Singha since the time when  Sandip Ghosh was posted as HoD at Murshidabad. Biplab Singha was working as a vendor there.
Sandip Ghosh facilitated Biplab Singha to get work at CNMH when he was posted as MSVP at  CNMH Calcutta. Biplab Singha introduced Suman Hazra to Sandip Ghosh at CNMH and Suman Hazra also started supplying at CNMH. Sandip Ghosh, after he was transferred to RGKMCH, brought both these to RGKMCH where they Started and continued with the supply of materials. It is revealed that they all have been frequently in touch with each other which corroborates the allegation of Criminal nexus as in the FIR," the remand note said.

“That investigation has revealed that Maa Tara Traders owned and operated by its proprietor Biplab Singha had a close relationship with Dr. Sandip Ghosh. During searches conducted and evidences gathered thereafter, documentary and oral evidences have surfaced which prima facie reveal that Biplab Singha controlled and Operated many firms run by himself, his friend, family members, staffs, etc. through which he used to participate in tenders by way of submitting quotations from the firms controlled and operated by himself. it is revealed that Biplav Singha used to submit quotations and other documents of above firms to make the bids competitive and finally used to get work orders in the name of one of the above firms mostly in the name of Maa Tara Traders, Baba Loknath and Tiasha Enterprises. He used to participate in different tenders through his own firms. Investigation has prima facie revealed that process adopted by Dr. Sandip Ghosh, the then Principal in award of contract to Maa Tara Traders was not transparent,” it added.
