The primary aim of you should always be to unlock 4-star photos for all Pokemon. Flopping by the Water involves both Magikarp and Pigeot. To complete this request, you must have reached level 3 of the Florio Nature Park Stage. Even you complete playing the Stage, you will have to do it again and get to a point where the Bidoof are working on building the dam. When you play through the stage for the second time, the dam should be completed. By now, you need to be looking out for a Pigeot. When it appears, wait until it gets to the left side of the road.
