Countries with interests in Libya's civil war recommitted themselves Sunday to uphold a barely working arms embargo, four weeks after a peace summit in Berlin was followed by numerous new arms violations, officials from Germany and the United Nations said.

German Foreign Minister Heiko Mass acknowledged there has been "numerous violations" in the arms embargo, and said a strategy of monitoring "all possible routes" should be implemented.

Maas was speaking at the Munich Security Conference, alongside the UN's Deputy Special Representative for Political Affairs in Libya, Stephanie Williams.

Williams said "constructive discussions" have taken place in Geneva and Cairo through UNSMIL (United Nations Support Mission in Libya), and that the first meeting of "an inclusive Libyan political forum" was planned in Geneva in 10 days time.

Williams also said that there has been a consensus in Munich to lift the oil blockade on Libya, as she described a "looming bank crisis" in the country.

Libya has been in turmoil since 2011, when a civil war toppled longtime dictator Moammar Gadhafi, who was later killed.
