European parliamentarians voted overwhelmingly Thursday to ask the Council of Europe's governing body, the Committee of Ministers, to ensure the execution of the European Court of Human Rights' ruling in the case of Russian opposition leader Alexei Navalny.

On 16 February 2021 the Court decided to indicate to the Government of Russia, under Rule 39 of the Rules of Court, that Navalny should be released.

The Assembly also called on the Russian Federation to free Mr Navalny immediately and especially before the next "human rights" meeting of the Council's ministerial body in June 2021.

It said Russia must "provide Mr Navalny with all necessary medical care, including examination and treatment by a doctor of his choice".

It also invited the Council of Europe's anti-torture committee (CPT) to conduct a monitoring visit to the detention facility where Navalny is being held.
