A flight safety expert said Friday it was too early to determine the cause of a plane crash in Kazakhstan that killed at least 12 people and injured almost 50 others.

Dai Whittingham, Chief Executive of the UK Flight Safety Committee, said the fact there were survivors would help the investigation.

The Bek Aeroplane with 98 people aboard came down shortly after takeoff early Friday.

It smashed through a concrete fence and ploughed into a two-storey building shortly after departing from Almaty, Kazakhstan's largest city and former capital.

Authorities said they were looking at two possible scenarios - pilot error and technical failure.

The plane was flying to Nur-Sultan, the capital formerly known as Astana.
