Hong Kong Chief Executive Carrie Lam said Tuesday that any changes to the electoral system would first be put to members of the public and the Legislative Council. The comments followed a rise in tensions when local media reported that a proposal was being put together by Lam's administration to allow Hongkongers living in mainland China to vote in upcoming elections.

Lam said that as "change in the voting arrangements, especially to allow voting to take place outside of Hong Kong, will require a legislature ammendment" people will be asked to "express a view". She added that Hong Kong legislators would also have to accept the proposal.

Lam also commented on a proposal from Beijing for a man-made island to relieve Hong Kong's housing crisis. She argued reclamation was an option given the limitations of the 1,100 square meter island of Hong Kong.
