Canadian Prime Minister Justin Trudeau made an appeal to world's non-super power countries at the United Nations General Assembly on Friday.

Trudeau said small and less powerful countries can't sit around and wait for the "big powers" to make decisions.

"The system is broken," said Trudeau of the international order. "Things are going to get much worse unless we change."

He said certain countries were able to ignore international norms because little was being done to push back against them.

He alluded to Russia's alleged poisoning of opposition leader Alexei Navalny, and Iran's downing of a Ukrainian passenger plane where 55 Canadians were among the dead.

There were "few consequences for countries that ignore international rules," Trudeau said.
