A man alleged to have stabbed three people to death in a British park on Saturday seemed a "happy, chilled guy" who had "never expressed an interest in harming anyone", a neighbour said Sunday.

British police confirmed on Sunday that the attack - in Reading, west of London - was being treated as terorrism.

A 25-year-old man, widely reported by British media to be a Libyan national known as Khairi Saadallah, is in custody.

Kieron Vernon, one of Saadallah's neighbours, said he was shocked.

One of the victims has been identified as teacher James Furlong - head of history, government and politics at the Holt School in Wokingham.
