Bank of England issues clarity to avoid customer confusion with stablecoins

The Bank of England has issued guidance to lenders, emphasising the need to eliminate any risk of customers confusing new forms of e-money, including 'stablecoins,' with standard deposits that enjoy government guarantees in the event of bank failures.

Stablecoins are a form of cryptocurrency that is backed by a fiat currency such as sterling or the dollar or an underlying asset. While this sector remains relatively small compared to the broader financial landscape, regulators are under increasing pressure to stay abreast of developments in the private sector, particularly in the realm of digital payments, as central banks like the BoE contemplate the issuance of digital versions of their currencies.

The Bank of England has introduced a proposed regulatory framework for systemic payment systems that employ stablecoins, as well as for related service providers, including banks and payment companies.

The Bank's proposal suggests that systemic payment systems employing stablecoins should be subject to equivalent regulatory standards if they present similar risks to other systemic payment systems.

The Bank and the Financial Conduct Authority (FCA) have outlined their regulatory approach to stablecoins and their issuers. Additionally, the Bank has issued a letter to bank CEOs outlining how they should manage tokenized deposits if they decide to offer them.

The Bank of England and the Financial Conduct Authority have jointly published preliminary regulatory proposals for stablecoins, with a call for feedback by February 6.

Sheldon Mills, FCA Executive Director for Consumers and Competition, noted, "Stablecoins have the potential to make payments faster and more cost-effective for all, and that's why we want to enable firms to utilize this innovation securely and safely."
