Why does Bengaluru miss out on metro city status for HRA tax exemptions?

Income tax HRA: Bengaluru, despite its status as a thriving IT and startup hub and a cosmopolitan metropolis, is currently excluded from the list of metro cities for house rent allowance (HRA) tax exemptions under income tax regulations. This peculiarity results in Bengaluru residents being eligible to claim only 40 per cent of their basic salary as tax-exempt HRA, in contrast to the 50 per cent allowed in the four officially designated metros.

Outdated metro criteria

Arpit Suri, CA and personal finance expert, attributes this inconsistency to an outdated classification of metro cities in the income tax laws. The current definition, outlined in Rule 2A of the Income Tax Rules, 1962, has remained static since the early 1990s, listing only Delhi, Mumbai, Chennai, and Kolkata as metros. This outdated classification fails to consider Bengaluru's significant growth over the last three decades, including its high population density, economic activity, and modern infrastructure.

Agam Gupta, Executive Director, Share India Fincap, highlights that this outdated classification penalises lakhs of salaried professionals in IT, banking, and other sectors in Bengaluru with higher tax bills. The discrepancy in HRA exemption rates highlights the need for a revision of the metro cities list to reflect current urbanisation and development realities in India.

Anticipating change, expectations are high for Bengaluru to be officially recognised as a metro city for HRA exemption in the upcoming Union Budget 2024. Many hope that Finance Minister Nirmala Sitharaman will address this issue and bring the classification in line with contemporary conditions, providing relief to Bengaluru residents facing inflated tax bills due to the existing discrepancy.
