MHA Revokes AFSPA from Assam’s Dibrugarh as It Prepares for Second Capital Status

New Delhi: The Ministry of Home Affairs (MHA) has revoked the Armed Forces (Special Powers) Act (AFSPA) from Assam ’s Dibrugarh district. AFSPA was previously in force across four districts in Assam.
With its withdrawal from Dibrugarh, the law now remains applicable in only three districts of the state. The decision comes as Dibrugarh is being upgraded to Assam’s second capital city, a move aimed at bolstering administrative and economic development in the region.
“Expressing gratitude, Assam CM Himanta Biswa Sarma thanked PM Narendra Modi and Home Minister Amit Shah for their crucial role in the decision. ”This decision will go a long way in establishing the city as Assam's 2nd capital. With this just 3 districts in Assam are now covered under AFSPA", Sarma tweeted.
According to sources, the proposal to lift AFSPA from Dibrugarh was placed before Union Home Minister Amit Shah during his recent visit to Assam. Following deliberations, the MHA approved the revocation, citing the district’s improving security situation and its emerging role as a key urban center.
AFSPA in Assam
The Armed Forces (Special Powers) Act (AFSPA) has been in force in Assam for decades, granting security forces special powers to maintain law and order in areas designated as “disturbed.” However, in recent years, the government has gradually reduced its coverage, citing improved security conditions.
Recent Developments
- In April 2022, the Centre first withdrew AFSPA from 23 districts and partially from one district.
- In April 2023, AFSPA was further lifted from four more districts.
- March 2024: AFSPA was removed from more areas, leaving only three districts under its purview.
- March 2025: The Assam government announced the removal of AFSPA from Dibrugarh, a move seen as crucial in establishing it as Assam’s second capital.
Current Status of AFSPA in Assam
As of now, only three districts remain under AFSPA, marking significant progress in restoring normalcy to the state. The phased withdrawal is being attributed to improved law and order, reduced insurgency, and enhanced governance in the region.
