Engineers have spent the past 24 hours repairing the damaged flood defences in Shropshire, as the storm has started to track across the north west of the country, bringing heavy rain and strong winds over the weekend.
Chris Marlowe, whose car business went under water, said he believed he would have been able to save more, if the authorities would have given him different advice.
South Wales has already declared a critical incident on Saturday as emergency services were working to ensure safety.
The worst affected areas by the storm are likely to be Wales, south-west England and Northern Ireland.
After storm Dennis and storm Ciara this is the third storm hitting the country this month.
