US Designates The Resistance Front As Foreign Terrorist Organisation After Pahalgam Terror Attack | Image: Republic

The United States (US) administration has officially designated The Resistance Front (TRF), a known offshoot of Pakistan-based group Lashkar-e-Taiba, as a Foreign Terrorist Organisation (FTO) and Specially Designated Global Terrorist (SDGT). The Donald Trump administration's move comes after the deadly terrorist attack on April 22 in the Pahalgam area, which claimed 26 lives. Notably, the TRF, the Lashkar-e-Taiba’s proxy had claimed responsibility for the barbaric terror attack in Jammu and Kashmir’s Pahalgam.

Reports suggested that the US Department of State designated the outfit as a foreign terrorist organisation to curb TRF's activities by cutting off its financial networks and operational capabilities, in a bid to counter terrorism. By identifying TRF as a terrorist organisation, the US government sent a strong message that it will not tolerate terrorist activities and will work with regional partners to enhance stability and security in the area.

US Secretary of State Marco Rubio asserted that designating the TRF as a terrorist organisation is a clear example of Washington's commitment to holding terror networks accountable. He stated that the US government has been working to counter terrorism and extremism globally, and the move is another step in that direction.

April 22 Pahalgam Terror Attack

The April 22 attack in Pahalgam was one of the deadliest in recent years in Jammu and Kashmir. The attack was claimed by TRF, which has been known to carry out similar attacks in the past. The incident drew massive outrage and condemnation, with people globally calling for swift action against the perpetrators.

After the massacre, the UN Security Council issued a statement condemning the attack in the strongest terms and asserting the need to hold perpetrators accountable. External Affairs Minister S Jaishankar had stressed the importance of taking an uncompromising stance against terrorism, citing the Pahalgam attack as a graphic example. He also outlined the three evils of terrorism, separatism, and extremism, which often occur together.

EAM S Jaishankar had said, "Recently, we in India witnessed a graphic example in the terrorist attack in Pahalgam on 22 April 2025. It was deliberately conducted to undermine the tourism economy of Jammu and Kashmir, while sowing a religious divide. The UN Security Council, of which some of us are currently members, issued a statement that condemned it in the strongest terms and "underlined the need to hold perpetrators, organizers, financiers and sponsors of this reprehensible act of terrorism accountable and bring them to justice". We have since done exactly that and will continue doing so. It is imperative that the SCO, to remain true to its founding objectives, take an uncompromising position on this challenge."

Lashkar’s Proxy Designated Terrorist Organisation

TRF's links to LeT, a UN-designated terrorist group based in Pakistan, have been well-documented. The terror outfit has been responsible for several attacks against Indian security forces, including a recent one in 2024. The group's activities have been deemed a major threat to regional stability. The US Department of State has reviewed and maintained the FTO designation of LeT, and amendments to FTO designations will go into effect upon publication in the Federal Register.

The US designation of TRF as an FTO and SDGT will have big implications for the group's activities. It will enable US authorities to block TRF's assets and prohibit material support to the group. The move will also strengthen cooperation with global partners in counterterrorism efforts. The designation served as an example of the US government's commitment to countering terrorism and enforcing President Trump's call for justice for the Pahalgam attack.

Pakistan Exposed Again

The defence experts suggested that the designation of TRF as a foreign terrorist organisation will have major implications for the group's activities. It will limit access to financial resources for the terrorist outfit, and its ability to operate will be severely curtailed. 

With TRF in the frame, the move has raised the count of designated terror groups operating in Pakistan, further enriching the Pakistani government's history of harbouring terrorist groups on Pakistan's soil, which may possibly strain its relations with the US. The Pakistani government may face increased pressure to take decisive action against terrorist outfits, including military operations and legislative reforms, rather than providing safe havens.
