J&K DDC Election Results LIVE Updates: PAGD maintains lead; BJP single-largest party

The fate of nearly 4,200 candidates for 280 District Development Council (DDC) seats in Jammu and Kashmir will be decided, as counting of votes will begin at 9 AM. DDC polls were conducted in 8 phases

J&K DDC Election Results LIVE Updates: Terming the election trends as "encouraging", NC vice president Omar Abdullah called upon BJP to pay heed to the people's voice. He stressed that the alliance was emerging victorious despite facing obstacles such as illegal detentions, agency threats and pressures and stopping candidates from campaigning. J-K authorities detain at least 20 political leaders on eve of DDC poll counting

A day before the counting of votes in the District Development Council (DDC) polls in Jammu and Kashmir, authorities on Monday took into preventive custody at least 20 political leaders, including three senior PDP functionaries. PDP president and former chief minister Mehbooba Mufti described the detention of her party leaders as "out and out Gunda Raj" and accused the BJP of planning to "manipulate" the results.

Officials said the authorities took 20 leaders, including Sartaj Madni, Mansoor Hussain and Naeem Akhtar of the PDP, into preventive custody during the day.  Similar action is being taken against mainstream politicians in other districts of Kashmir valley as well, the officials said.  Taking to Twitter, PDP president Mehbooba Mufti said three senior leaders of the party -- Sartaj Madni, Mansoor Hussain and Naeem Akhtar - were "arbitrarily detained". While Madni and Hussain were detained earlier in the day, Akhtar was taken into custody late in the evening.

J&K DDC Election Results 2020 LIVE Updates: Farooq Abdullah had earlier claimed that China had never accepted the nullification of Article 370. As per BJP national spokesperson Sambit Patra, the former J&K CM tried to justify China's aggression along the LAC by citing the constitutional changes in the region. Moreover, he quoted Abdullah as saying, "We will bring back Article 370 with the help of China". 

"In the interview, there are two aspects. He stated that since the Indian Parliament abrogated Article 370, it has disturbed China and that's why China is justified for the kind of aggression that it has taken on. In a way, Farooq Abdullah justifies China's expansionist mindset. Going even further, he made an anti-national statement. He said that we will bring back Article 370 with the help of China," BJP national spokesperson Sambit Patra said.

J&K DDC Election Results 2020 LIVE Updates: Addressing the first press conference since her release from detention, Mufti had said that she would raise the Indian tricolour only when the Jammu-Kashmir state flag 'comes back'. Asserting that the state flag forged the relation of the Union territory with India, Mufti had said that she would strive to get back Article 370. 

"They themselves desecrated the Constitution...What do they expect from us? My flag is this (pointing to the flag of erstwhile state of J&K kept on the table in front of her) and our relations with the country’s flag have been established by this flag. When this flag comes back, we'll raise that flag (tricolour) too. Until we get our own flag back, we won't raise any other flag. When this flag comes in our hand, we will raise that flag too," said Mufti.

J&K DDC Election Results 2020 LIVE Updates The District Development Council (DDC) polls were conducted in 8 phases between November 28 and December 19, with the counting of votes to take place today at 9 AM. Requisite amendments in the Jammu and Kashmir Panchayati Raj Act, 1989, and J&K Panchayati Raj Rules, 1996, enabled the setting up of District Development Councils, the members of which shall be directly elected by voters in the Union Territory. The DDC which will have a term of 5 years replaces the District Planning and Development Boards which were headed by a Cabinet Minister of the erstwhile state of J&K.

 

State Election Commissioner KK Sharma had stated that the delimitation has been done for the respective constituencies and 280 DDCs have been identified across the Union Territory. The electoral rolls used in the Sarpanch and Panch elections that were updated on January 1, 2020, are being used for the DDC elections. Moreover, 25,000 central paramilitary personnel drawn from CRPF, BSF, ITBP, CISF and SSB were sent by the Centre for providing security cover during the polls.

J&K DDC Election Results 2020 LIVE Updates: The fate of nearly 4,200 candidates for the 280 District Development Council (DDC) seats in Jammu and Kashmir will be decided, as counting of votes will begin at 9AM for the eight-phase polls held for the first time in the union territory. The polling was held over eight phases beginning November 28 and ending on December 19 as 51 per cent of the 57 lakh eligible voters exercised their franchise in the elections, which were largely peaceful.

 

Seven Kashmir-centric mainstream political parties, including the National Conference and the Peoples Democratic Party, contested the polls in an alliance under the banner of the Peoples Alliance for Gupkar Declaration (PAGD) formed for restoration of Article 370. The Congress was initially a part of the PAGD but distanced itself from the alliance as the BJP targeted the opposition party for being in league with the 'Gupkar Gang'. Although, Congress went alone in the last seven phases, it is widely believed that its understanding with the PAGD remains intact.

State Election Commissioner, K.K Sharma stated that arrangements for the counting of votes have been put in place. The counting of the votes is said to begin at 9 am on December 22 simultaneously in all 280 districts of the Union Territory. Detailed guidelines for the counting of votes has also been released by the commission under the Panchayati Raj Rules 1996 listing the procedure for the counting of ballot papers. Ballot papers will be taken on a round-wise basis after proper mixing of the ballot papers of different polling stations, as per the prescribed procedure.

 

This year, protocols of COVID-19 would also be adhered to during the counting of the votes. The SEC said that all the arrangements were in place with regard to counting halls and directions had been issued to DCs to adhere to COVID-19 SOPS in the halls.  With regards to the counting process, the SEC has appealed to political parties and contesting candidates seeking their cooperation, assuring that the entire counting exercise will be monitored and recorded to achieve full transparency.

After the release of PDP chief Mehbooba Mufti from 14 months of detention, mainstream Kashmiri politicians who had signed the Gupkar Declaration on August 4, 2019, met at NC chief Farooq Abdullah's residence and signed the new Gupkar alliance. The alliance chose NC's Farooq Abdullah as the President and PDP's Mufti as Vice president. Both affirmed that the Centre must restore the special status of Jammu and Kashmir.  
 

Meanwhile, with development of J&K as their poll promise, BJP entered the fray, stating that mainstream political parties including NC's Farooq Abdullah and PDP's Mehbooba Mufti do not want the welfare of the people for their personal gains. The party dismissed the Gupkar alliance as those of 'anti-nationals' and even termed is as "Gupkar gang", "Guptchar", etc.  The saffron party sent Union Ministers Jitendra Singh, Smriti Irani, Anurag Thakur, Partap Sarangi, Mukhtar Abbas Naqvi, Himachal Pradesh CM Jai Ram Thakur, and other leaders namely, General VK Singh, Tarun Chug, Shahnawaz Hussain, Zaffar-ul-Islam and Dushyant Gautam, for campaigning.

The Gupkar Declaration was a resolution passed by NC, PDP, Congress, CPI(M), JKPC and ANC on August 4, 2019, pledging to protect the "identity, autonomy and special status" of J&K. Flanked by PDP chief Mehbooba Mufti and his son Omar, Abdullah announced the alliance's name has been changed to 'People's Alliance for Gupkar Declaration'. 

 

On August 4, 2019, all mainstream political leaders like Omar Abdullah, Mehbooba Mufti, Farooq Abdullah, Sajid Lone were arrested or placed under house- arrest, communication links and internet were snapped, while the whole Valley was put under strict curfew. A day later, Parliament revoked Article 370 & Article 35 A, bifurcating the state into two Union territories - Jammu- Kashmir & Ladakh.

Even as the polls were ongoing, PDP chief Mehbooba Mufti and NC's Farooq and Omar Abdullah accused the Centre of attempting to sabotage the electoral process by not allowing free campaigning to the Gupkar alliance parties. While Centre rejected the claims, Gupkar alliance leaders have said that with an eye on the polls, Centre is fearmongering about Pakistan's terror module and is placing Central investigative agencies to probe the fake cases against the mainstream Kashmiri politicians. The Centre however has cited anti-national statements of these leaders to buttress its point that they will not bring peace and development in the region and that they are corruption-tainted.
