Parliament's agenda, this Monsoon session

The Monsoon Session of Parliament began on Monday, coinciding with the Presidential election. On account of the obituary references for former members and the victims of the Amarnath attack, both houses were adjourned for the day. 

However, there are scheduled to be 19 sittings of Parliament between now and August 11 and there's a long list of bills for the lawmakers' consideration. 
 
As per independent think tank PRS, there are -

18 bills for consideration and passing
19 bills for introduction, consideration and passing
3 bills listed for withdrawal

Here are the main focus areas - 

Education:

There are bills relating to the Indian Institutes of Management (IIMs), Indian Institutes of Information Technology (IIITs) and Indian Institutes of Science Education and Research (IISERs). One bill seeks to establish two new IISERs at Tirupati and Behrampur, while others seek to declare various institutes as 'institutes of national importance.' In focused higher education, there are bills related to leather and footwear, as well as petroleum and energy institutions, while K-12 education has also been sought to be addressed.

In addition, the National Sports University Bill, 2017, seeks to establish a National Sports University (NSU) in Manipur.

Security/Law/Strategic Affairs:

A total of 8 bills focus on these areas. Enhanced clarity with regard to corruption and bribery, citizenship recourse for illegal migrants from neighbouring countries, the constitution of a commission for socially and educationally backward classes, and a widening of the scope of the National Investigation Agency (NIA) are on the agenda.

Business, Economy, Land and Labour:

With the GST now rolled out, along with constitutionally bringing Jammu and Kashmir under its ambit, there is likely to be some debate on kickstarting growth, and in many ways the government's role in this endeavour begins and ends with providing a solution to India's massive bad-loans crisis. The RBI will be empowered in this regard by the Banking Regulation (Amendment) Ordinance, 2017 and there is also a bill that proposes to establish a framework to resolve insolvency in financial firms.

Ease of doing business is targeted by the Companies (Amendment) Bill, 2016, while the Consumer Protection Bill, 2017 seeks to protect the rights of consumers. The Labour Code on Wages Bill, 2017 seeks to consolidate several existing acts under one law, and a pair of Land laws seek to streamline and protect the government's interests.

Transport:

The Motor Vehicles (Amendment) Bill, 2016, which couldn't be passed in the Budget session will undoubtedly come up in the Monsoon session.  

Culture:

The Ancient Monuments and Archaeological Sites and Remains (Amendment) Bill, 2017, seeks to allow various government agencies to undertake essential public works projects within areas near protected monuments. This would hopefully lead to the improvement of facilities and access at India's protected monuments.
