Assam: The Assam Finance Minister Ajanta Neog on Monday tabled the State Budget for the Financial Year 2025-26, in the Assam Legislative Assembly. She is the first women finance minister of Assam to table the budget consecutively for the fifth time or a complete term. This is the last full budget of the State, as Assam is heading to polls in April 2026.

The Budget, in a landmark move aimed at transforming Assam into a hub of innovation and social equity, the state government has announced a series of pioneering initiatives in its latest budget. The budget, designed to benefit the underprivileged and propel Assam’s development, includes groundbreaking projects in healthcare, technology, and land reforms.

A Budget for the Future: CM

“The Assam government’s latest budget reflects a holistic approach to development, balancing technological advancement, healthcare innovation, and social equity. By prioritizing the needs of the poor, promoting industrial growth, and safeguarding the environment, the budget sets a strong foundation for Assam’s transformation into a progressive and inclusive state,” said Dr Himanta Biswa Sarma, Chief Minister, while reacting on the budget.

The Many Firsts-

State Cancer Institute to Revolutionize Cancer Treatment

The State Cancer Institute in Guwahati is set to become the first government facility in India to house its own proton therapy machine, a cutting-edge technology for cancer treatment. This development is expected to significantly enhance healthcare services in the region and position Assam as a leading destination for medical tourism. The initiative underscores the government’s commitment to providing world-class medical facilities to its citizens.

Assam to Launch Its Own Satellite

In a historic step, Assam will become the first state in India to launch its own satellite. To be developed in collaboration with the Indian Space Research Organisation (ISRO) at an estimated cost of Rs 400 crore (approximately), the Assam-specific satellite will serve dual purposes: monitoring the state’s borders and aiding in flood management.

New OTT Platform to Promote Local Content

The budget also revealed plans for the launch of a state-owned OTT platform. This initiative aims to showcase Assam’s rich cultural heritage and provide a platform for local artists and creators to reach a global audience. The move is seen as a significant step in promoting regional content.

Focus on Industrial Growth

With a vision to make Assam the next industrial destination, the budget outlines a comprehensive plan to attract investments and boost infrastructure development. The government aims to create a conducive environment for businesses, thereby generating employment opportunities and driving economic growth.

Animal Welfare and Environmental Initiatives

In a unique blend of human and animal welfare, the budget includes measures to protect wildlife. One such initiative involves planting Napier grass, a preferred food source for elephants, to mitigate human-elephant conflicts. Additionally, the government has announced plans to insulate electrical wires to prevent accidental harm to animals, particularly monkeys and elephants.

Land Reforms for Social Justice

Addressing long-standing issues of land rights, the government has introduced significant reforms. Last year’s ban on inter-religion land transfers has been lifted, subject to government approval, to facilitate smoother transactions. Furthermore, the government has pledged to address the plight of poor residents in char areas, where land ownership is often controlled by local leaders (matabors). Under the proposed plan, two-thirds of char area lands will be allocated for future government use, ensuring social justice and equitable distribution of resources.

AI-Powered Villages

The State government has also proposed to power 100 villages of the State as futuristic villages powered by Artificial Intelligence. This move will not only boost the AI driven technology in the State but will also be a roadmap for AI usage for human development.

Chief Minister Dr Himanta Biswa Sarma will address the Assembly tomorrow on the Budget.
