These cities offer a unique blend of excitement, comfort, and livability that makes them stand out from the rest. Notably, Mumbai is the only Indian city in the top 50 best cities in the world.
Whether you are a foodie, a culture vulture, or a party animal, there is something for everyone in these incredible cities. Time Out's 2025 list of the top cities to live in features a dynamic mix of cultural, culinary, and lifestyle hotspots, each offering unique experiences for residents and visitors alike. 1. Cape Town
Known for its natural beauty, food scene, and vibrant culture, Cape Town is one of the happiest cities in the world and a top choice for food lovers. Locals love its food and happiness, with 95 per cent giving high marks to the food scene and 97 per cent of residents claiming the city makes them happy.
2. Bangkok
With rich cultural offerings and world-renowned street food, Bangkok stands out for its affordable and delicious eats. From the grand temples to vibrant street markets, the cityās warmth and hospitality are unmatched. Bangkok's arts scene is also thriving, with events like the Bangkok Art Biennale, which runs until February, bringing cutting-edge art exhibitions and workshops throughout the city. As many as 86 per cent of locals consider Bangkokās food scene amazing, and 84 per cent find dining out to be affordable.
3. New York
A fast-paced metropolis full of arts, culture, and entertainment, NYC offers something for everyone. It's particularly known for its arts scene, and locals consider it one of the most exciting cities in the world. Known for its hustle and bustle, New York City is always changing and evolving, making it an exciting place to live and visit. With world-class attractions, a thriving arts scene, and exciting nightlife, it never fails to deliver.
NYC is quickly becoming a top sports destination, with major events like the 2026 FIFA World Cup and a surge in local teamsā success. As many as 92 per cent of New Yorkers approve of the cityās arts and culture, and 78 per cent consider it the most exciting city.
4. Melbourne

The city's arts scene is also top-notch, highlighted by major exhibitions such as Yayoi Kusamaās retrospective. Melbourne, known for its culinary scene, street culture, and live music venues, continues to thrive. The NGV is hosting the largest retrospective of Yayoi Kusamaās works ever seen in Australia, including a new infinity room. Moreover, Melbourne is ranked second for restaurants and eating out and fourth in the culture category.
5. London

Residents appreciate the cultural richness and everyday joys the city offers. With year-round festivals, open-air film screenings, and vibrant markets, thereās always something happening. The city continues to grow with exciting new openings in art, bars, and dining. The city is home to new spots like HandShake bar and artisanal pasta at Piazza Pasticcio by Michelin-starred chefs. Around 96 per cent of residents say they are happy in Mexico City, citing its everyday joys and cultural experiences.
8. Porto
Porto continues to captivate locals and visitors alike with its scenic charm and culinary offerings earning a reputation as a charming city renowned for its beauty, Michelin-starred dining, and cultural events. Known for its excellent restaurants, the city continues to impress with its scenic urban beaches, Michelin-starred eateries, and cultural events.
Time Out Market Porto is now open, offering a collection of the cityās top culinary experiences in a stunning railway station. Around 78 per cent of locals say Porto is beautiful, and 80 per cent are happy living there.
9. Shanghai
A fast-paced city blending modernity and tradition, Shanghai is a hotspot for nightlife and indie culture. Its innovative events and electric atmosphere make it a city of constant surprises. With its clean streets, innovative events, and unique mix of traditions, Shanghai is a place where you never know what might happen next.
Shanghai is the debut destination for Raw Wine, the worldās largest network of organic wines, and cult musician Ginger Root will perform in March. Shanghaiās nightlife received top ratings, with 80 per cent of locals finding it easy to make friends.
10. Copenhagen
Known for its focus on sustainability and community, Copenhagen offers a slower pace of life balanced with excellent food and culture, making it a desirable place to live, especially for those seeking happiness and balance. Copenhagen is all about balance ā good food, great people, and a slower pace of life.
Copenhagen is at its best in the winter, with exhibitions like Flora Yukhnovichās show at Ordrupgaard and the OCEAN exhibition at Louisiana. Around 59 per cent of locals say happiness has grown in the city, making it one of the happiest places to live.
49. Mumbai
And, on the list at 49th, Mumbai stands out for its rich culture, street food, and vibrant atmosphere. Despite traffic challenges, it remains a city of romance and culinary exploration, with both traditional and fine dining experiences. Mumbai is described as an emotion, blending the glamour of stars with the serenity of the sea. Despite its chaotic nature, Mumbai is known for its warm, welcoming people.
The city combines the old and new, from the historic Worli Koliwada fishing village to the artistic Kala Ghoda district. The new infrastructure projects like the Coastal Road and the first underground metro line are improving accessibility, though traffic remains a challenge. The midnight cycling clubs such as Wandering Souls and Mischief Treks are becoming popular, offering rides along the coastline from Marine Drive to Colaba Causeway when the streets are empty.
Mumbai is famous for its street food, particularly vada pav (potato fritters). The city now offers regional fine dining experiences that allow visitors to sample the country's flavours.
