Here is the full list of exemptions from the Odd-Even rule in New Delh

As the odd-even scheme is set to come back in Delhi on Nov 4, the notification released by the Delhi govt also highlights the exemptions in their schedule.

As the odd-even scheme is set to come back in Delhi on November 4, the official notification released by the Delhi government also highlights the exemptions. The vehicles of a few of the important people in Delhi have been exempted from the gamut of the Odd-Even scheme in Delhi. The Delhi government is reintroducing this scheme in the region ahead of the winter season when Delhi is usually affected by Smog, with the Supreme Court-mandated panel EPCA also on Friday declaring a public health emergency in the capital.

Exemption from Restrictions 

Re-introduced for 10 days, the Odd-Even scheme encompasses the prohibition of the vehicles ending with the numbers 1,3,5,7,9 on 4th, 6th, 8th, 12th and 14th November 2019. Also, the registration number ending with 0,2,4,6,8 shall be prohibited on the 05th, 07th, 09th, 11th, 13th and 15th November 2019. 

The vehicles of the people exempted from these restrictions are the President, Vice President, Prime Minister, Governors of the states, Chief Justice of India, Speaker of Lok Sabha and Union Cabinet Ministers. Others exempted from the restrictions include;  

  • Vehicles of the Leaders of opposition in the Rajya Sabha and Lok Sabha; 
  • Vehicles of Chief Ministers of States / Union Territories except for Chief Minister, Government of National Capital Territory of Delhi; 
  • Vehicles of the Judges of Supreme Court of India;  
  • Vehicle of Chairperson, Union public service commission, Vehicles of Chief Election Commissioner / Election Commissioners and Vehicle of Controller & Auditor General of India;  
  • Vehicle of the Deputy Chairman of Rajya Sabha ;  
  • Vehicle of the Deputy Speaker of Lok Sabha;  
  • Vehicle of Lieutenant Governor of National Capital Territory of Delhi;  
  • Vehicles of the Chief Justice and Judges of Delhi High Court;  
  • Vehicle of the Lokayukta;  
  • Emergency Vehicles i.e. Ambulance, Fire Brigade, Hospital, prison, Hearse vehicles;  
  • Enforcement vehicles i.e. vehicles of Police, vehicles of Transport Department GNCTD, vehicles authorised by the Divisional Commissioner GNCTD, paramilitary forces, etc.;  
  • Vehicles bearing Ministry of Defence number plates; 
  • Vehicles which are having a pilot/ escort;  
  • Vehicles of SPG protectees;  
  • Embassy Vehicles bearing CD numbers; 
  • Compressed Natural Gas driven vehicles (these vehicles should prominently display sticker 'CNG Vehicle' on the front windscreen - issued by M/s Indraprastha Gas Ltd.), Electric vehicles, Hybrid vehicles; 
  • Vehicles being used for medical emergencies - (will be trust-based);  
  • Women only vehicles - including children of age up to 12 years travelling with them;  
  • Vehicles driven/occupied by handicapped persons; 
  • Vehicles of State Election Commission, Delhi & Chandigarh, and vehicles deployed by the Commission with Election Observers/Returning Officers/Asstt. Returning Officers & Security vehicles etc. and 
  • Vehicles carrying child/children in school uniform.

Fine for not following rules  

The Delhi government will charge a fine of ₹4,000 for the violation of the Odd-Even rule from November 4. Earlier, the penalty was ₹2,000 for the violation. The hike in the penalty for violation of the Odd-Even scheme has been suggested by the Transport department as per the amended Motor Vehicle Act. As pollution levels in the region entered the "severe-plus" category, the Environment Pollution (Prevention and Control) Authority also banned the bursting of crackers during the winter season.
