Kerala Motor Vehicle Department Halts Issuance of Printed DLs and RCs, Shifts to Digital Services

Kerala MVD has decided to stop issuing printed Driving License (DL) and Registration Certificate (RC) cards, shifting entirely to digital versions.

Kochi: The Motor Vehicles Department (MVD) of Kerala has decided to stop issuing printed Driving License (DL) and Registration Certificate (RC) cards, shifting entirely to digital versions. This move aims to modernize services and improve efficiency for both users and the department.

The decision was partly driven by a Rs 15 crore dues owed to Indian Telephone Industries (ITI) Limited, which caused delays in the printing of the cards. However, MVD officials emphasized that the primary goal is to streamline services, cut costs, and make the process easier for users. "The main goal is to make the process swifter and easier for everyone," said an MVD official.

The transition to digital DL and RC services will happen in two phases. Initially, the department will halt the printing of DLs, followed by the cessation of RC card printing.

Key Advantages of Digital DL and RC

  • Faster Issuance: Digital DLs can be downloaded immediately after passing the driving test, avoiding delays for physical cards.
  • Efficient Verification: Digital DLs shown via DigiLocker allow quick verification using a QR code, providing details like license status (active, suspended, or canceled).
  • No Risk of Loss: Digital versions eliminate the chance of losing or damaging physical cards.
  • Optional Printed Copy: For those who prefer a physical copy, it can still be downloaded and printed with a QR code. The MVD is exploring partnerships with Akshaya centers to facilitate this service.
  • Digital Convenience: The shift to digital services is similar to how UPI replaced cash, offering a seamless and convenient process.
  • Cost Savings and Sustainability: By cutting down on printing costs, the MVD can allocate resources to further improve service delivery.

Kerala Joins Other States in Digital Transition

Kerala will be the fourth state to stop issuing printed DL and RC cards, following three others that have already made the transition. Despite digital options being available under Central Motor Vehicle Rule 139, Kerala's shift marks a major step toward a fully digital future.
