PM Modi Stresses on Svamitva Scheme To Get Property Rights, Says Rs 100 Lakh Crore Potential Lying Untapped

New Delhi: Prime Minister Narendra Modi addressed the Republic Plenary Summit 2025 , held at Bharat Mandapam under the theme ‘Limitless India’ on Thursday in New Delhi.  Addressing a massive audience at the event, the Prime Minister stressed upon how the new India was thinking big, setting big targets and achieving bigger results as he tapped upon the aspirations of Limitless India.

The Prime Minister compared two different eras, one under the present NDA -led government and another of the previous Congress -led administrations, noticing a stark difference in peoples’ approach towards their objectives.

PM Modi said that when Congress was in power, it had crushed the aspirations of people who have lowered their aspirations and stopped expecting anything big from the government. People had given up on hope that anything would ever change in the country for good and accepting the ‘Chalta Hai, Hota Hai, Chalne Do Yaar’ type attitude.

But under the present government, PM Modi said that there is a new energy among people, they now think big, set big targets and are delivering better results because they now know who gets the work done. This shift in peoples’ aspirations, especially the youth is the ‘X’ factor in Bharat’s growth which has sparked a new hope globally among Indians.

As PM Modi was speaking about many untapped areas which has the potential to accelerate country’s growth and help the citizens at the same time, he emphasised upon Rs 100 lakh crore of untapped economic potential lying in villages. This potential was the property rights, mapping of houses of village people so that they can avail house loans and start their own businesses.

The Prime Minister said that due to the lack of legal documents, people in villages didn’t have the property rights. This also prevented a proper mapping of their houses and created hurdles while availing bank loans.

He said that this issue was not unique to India as many big nations in the world were also dealing with this. The Prime Minister mentioned that according to an international organisation, a nation’s GDP is benefited if their citizens have the property rights.

To unlock this potential, PM Modi said that the government came up with SVAMITVA Scheme to grant property rights to rural households in India.

What is Swamitva Scheme?

Prime Minister Narendra Modi said that the Swamitva Scheme has been launched to provide property rights for village houses in India and drones are being used to survey and map each house in villages across the country.

Under this scheme, the government is distributing property cards to the people across the country and was conducting mapping of each house. So far, over 2 crore property cards have been distributed. This has also helped resolving many disputes aroused over property  issues among the people.

How property cards are helping citizens?

Tapping upon undiscovered potential of property cards, the Prime Minister said that after receiving these cards, villagers were eligible to get loans and start their businesses to become self-dependent.

One of the biggest beneficiary of this scheme was the youth of the country, which has become the X factor of India’s growth story.

Govt not just building four walls but lives, says PM Modi

Mentioning that they are not just building four walls but peoples lives, the Prime Minister said that houses that are being made for poor under government schemes are now owner-driven as its them who get to decide on design and material to be used during the construction.

PM Modi said that earlier, during Congress-led governments, houses were sanctioned only on paper but today they were being built on the ground and the process for this has been shifted from government-driven to owner-driven.

The government just transfers the fund to the beneficiary accounts and allowing them to decide on design, material to be used in house construction.

He further mentioned that earlier people were being handed over incomplete houses but now under the present government, people were getting benefits of various welfare schemes including water connections, gas connections under the Ujjwala scheme, and electricity connections under the Saubhagya scheme, along with the house.
