ADB approves $500 million loan to boost Indonesia's development goals

ADB loan: The Asian Development Bank (ADB) has announced that it approved a loan of $500 million on September 22 to support Indonesia's development initiatives and reform priorities. This funding aims to create a conducive environment for investments, simplify trade barriers, and bolster enterprises, according to a press release by ADB. ADB, established in 1966, is a multilateral development bank owned by 68 member countries, with 49 representing the Asian region.

This loan is the second of three subprogrammes within the Competitiveness, Industrial Modernisation, and Trade Acceleration Programme (CITA), following the approval of the first subprogramme in October 2021.

Under subprogramme 2, the Indonesian government has implemented measures to enhance the investment climate. Notably, they have expedited the approval of business licences by updating the online single-submission process, which now integrates national, subnational, and ministry-level approvals.

Economic transformation initiatives

To attract more investments and support Indonesia's transition to a low-carbon economy, the government has deepened the reforms initiated in subprogramme 1. This includes promoting investments in energy efficiency and creating an environment conducive to green investments. One significant development is the approval of foreign direct investment for the manufacturing of electric vehicle batteries, with five high-value contracts expected to generate a minimum of 49,000 jobs.

To address trade barriers, the government has implemented three new systems aligned with the National Logistics Ecosystem Masterplan (2020–2024). These digital systems efficiently connect the public and private sectors within the logistics chain, including an online payment platform for logistics services and enhancements to the national single window, along with strengthening government procurement competitiveness.

To support enterprises, the government has improved the entrepreneurial ecosystem and the capacity of businesses to adopt an export and technology-oriented approach. Special attention has been given to women-owned enterprises, with the establishment of an integrated system to track, analyse, and report on the performance of such businesses.

Jiro Tominaga, ADB Country Director for Indonesia, emphasised the importance of ongoing structural reforms to foster growth, stimulate investment, create employment opportunities, improve the business climate, and enhance trade. Tominaga stated, "To achieve high-income status by 2045, the government envisions that Indonesia's gross domestic product must grow by at least 6.0 per cent annually, significantly higher than the pre-pandemic average of 5.3 per cent. While Indonesia is making progress in its recovery from the COVID-19 pandemic, continuous structural reforms are necessary to boost its growth potential by encouraging investment, job creation, an improved business environment, and trade."

Tominaga added, "Policy reforms under the programme will help Indonesia attract more investments, reduce trade barriers, and empower local enterprises." These reforms are aligned with Indonesia's goal of achieving high-income status by 2045, which requires an annual GDP growth rate of at least 6.0 per cent, notably higher than the pre-pandemic average of 5.3 per cent.

The programme is well-positioned to support these objectives, enabling Indonesia to attract investments, eliminate trade barriers, and empower local enterprises, especially in green and sustainable sectors. The CITA aligns with Indonesia's Vision 2045 and the National Medium-Term Development Plan 2020–2024. It is an integral part of ADB's country partnership strategy for Indonesia for the period 2020–2024, with a focus on accelerating economic recovery and strengthening climate resilience.
