From Lathi-Charge to ED Probe: How Jharkhand's 18-Day Student Agitation Triggered A Statewide Shutdown

Ranchi: The ongoing standoff between the Jharkhand government and job aspirants over alleged recruitment exam irregularities reached a critical turning point today, August 11, transforming a weeks-long student agitation into a full-scale political and legislative crisis.

What began on July 25 as a localised student protest entered its 18th day as a nationwide flashpoint. 

The protesters, who have been agitating for several weeks over alleged manipulation and irregularities in JPSC and Jharkhand Staff Selection Commission (JSSC) examinations, attempted to march towards the Vidhan Sabha as part of a 'Gherao' programme.

The escalation came as the Enforcement Directorate (ED) initiated a money laundering investigation into alleged irregularities in multiple recruitment examinations.

The Jharkhand CID arrested former Jharkhand Public Service Commission (JPSC) chairperson L Khiangte in connection with the case.

This prompted the opposition Bharatiya Janata Party (BJP) to enforce a 16-hour statewide bandh today. 

Violent Escalation at Vidhan Sabha

The situation deteriorated sharply on August 10 when thousands of student job aspirants marched toward the new Assembly complex in Ranchi under the banner of the JPSC-JSSC Youth Manch. 

Demanding an independent investigation into widespread paper leaks and recruitment scams, protesters breached multiple security barricades near the Jagannathpur Temple.

Security forces responded with water cannons, several rounds of tear gas, and baton charges to disperse the crowd within 200 meters of the assembly premises. 

As demonstrators reached Gate No. 1 and staged a sit-in, a second lathi-charge ensued, leaving dozens of student leaders and agitators injured. 

Six student leaders have been on an indefinite hunger strike, with two hospitalised due to deteriorating health.

Central Agencies & CID Intervene

Parallel to the street protests, legal and investigative pressure on the administration has intensified significantly:

The Enforcement Directorate formally registered a case under the Prevention of Money Laundering Act (PMLA) to investigate financial networks profiting from alleged paper leaks, following raids across 18 locations in Ranchi, Dhanbad, Bokaro, Palamu, and Hazaribagh.

The Jharkhand CID arrested former Jharkhand Public Service Commission (JPSC) chairperson L. Khiangte in connection with anomalies in state exams, bringing the total number of arrests in the recruitment case to 20.

State Higher Education Minister Sudivya Kumar announced that the government has agreed to cancel the 14th JPSC Civil Services Examination as well as backlog exams from 2023 and 2025.

The BJP called for a statewide shutdown from 8:00 AM to midnight on Tuesday, disrupting transit, markets, and public transport across several districts as party workers burnt tyres and staged road blockades. 

The Akhil Bharatiya Vidyarthi Parishad (ABVP) held a parallel protest march in Ranchi, leading to preventive detentions of several student workers.

Recruitment System Under Scrutiny

The controversy initially centred on alleged irregularities in the 14th JPSC Civil Services Examination but has since widened to encompass several JPSC and JSSC recruitment examinations.

The JPSC has already postponed examinations amid the controversy, including the Civil Services Main examination and backlog examinations.

At the heart of the agitation is a broader demand from job aspirants for a transparent and credible recruitment system. 

Students have argued that prolonged examination delays, alleged irregularities and investigations have created uncertainty for candidates who have spent years preparing for government jobs.

With the CID investigation continuing, the ED now examining the financial aspects of the allegations and the BJP's statewide bandh call adding a political dimension, the Jharkhand recruitment controversy is set for another flashpoint on Tuesday.
