Leh: In a historic move, the Union Territory of Ladakh is set for a massive administrative overhaul. Lieutenant Governor Brigadier (Retd) B.D. Mishra, following a green light from the Ministry of Home Affairs (MHA), has moved forward with the operationalisation of five new districts: Zanskar, Drass, Sham, Nubra, and Changthang.

This decision, first announced by the Central Government, has reached a critical implementation phase in 2026. 

The expansion increases the number of districts in the UT from two (Leh and Kargil) to seven, marking the most significant administrative shift since Ladakh was carved out as a separate Union Territory in 2019.

The creation of these districts addresses a long-standing demand from residents who previously had to travel hundreds of kilometres across treacherous mountain passes to reach district headquarters for basic administrative work. 

By establishing local collectorates and secretariats in these new hubs, the administration aims to shorten the distance between the government and the governed.

Key Districts and Their Focus:

  • Zanskar: Long isolated by snow for months, the new district status will expedite the completion of year-round connectivity projects like the Shinku La tunnel.
  • Drass: Known as the second coldest inhabited place on Earth, Drass will now have its own dedicated administrative machinery to handle harsh-weather logistics and border management.
  • Nubra & Changthang: Located along the strategic borders with China and Pakistan, these districts will see enhanced focus on border area development and nomadic welfare.
  • Sham: Centred in the "Aryan Valley," this district aims to preserve the region's unique cultural heritage while boosting agro-industrial growth.

Building the Backbone

As of early 2026, the UT administration has accelerated the construction of District Collectorate complexes in Diskit (Nubra), Nyoma (Changthang), Padum (Zanskar), Khaltsi (Sham), and Drass. 

To support this expansion, a massive recruitment drive for over 4,000 non-gazetted posts and several hundred gazetted positions via the UPSC is currently underway to provide the "human resource backbone" for the new offices.

This decentralisation is seen as a major win for the people of Ladakh, offering them a more direct voice in their own development and ensuring that the high-altitude frontier is no longer governed from a distance.
