Man Poses as 'IAS Officer' in Bihar, Claims Links To NSA; Police Seize Rs 100 Cr Assets Including Tesla, Mansions & Imported Liquor

Patna: In a bizarre incident, a man allegedly impersonating a senior Indian Administrative Service (IAS) officer and claiming to be an undercover agent working directly under National Security Advisor (NSA) Ajit Doval has been arrested by the police in Bihar’s Khagaria district

The law enforcement operation led to the seizure of high-end luxury items, including a Tesla electric car fitted with Full Self-Driving (FSD) technology and carrying an official "Government of India" display board.

The accused, identified as Manish Kumar Gupta (alias Chikku), a resident of Jamalpur in the Gogri police station area, was apprehended following an intensive eight-hour raid at his palatial residence by a joint team from the Khagaria police and the District Investigation Unit (DIU).

According to Khagaria Superintendent of Police (SP) Bhanu Pratap Singh, police received actionable intelligence that Gupta was defrauding locals, running illegal operations, and intimidating people by flaunting fake official credentials and government signboards on private vehicles.

During interrogation, Gupta produced an identity card from the Central Vigilance Commission (CVC) on his mobile phone, claiming to operate as a secret agent under NSA Ajit Doval.

Subsequent background checks confirmed that all his claims, credentials, and identity cards were fabricated.

The raid yielded a lavish stash of contraband and luxury goods:

1. Seized Vehicles: A rare Tesla car equipped with autonomous driving features and a Tata Safari SUV, both adorned with "Government of India" markings.

2. Illicit Alcohol: Over 31 litres of premium imported liquor spanning 29 foreign brands, including Hibiki, Glenfiddich, and Talisker, alongside 9 litres of beer, confiscated in direct violation of Bihar’s strict state prohibition laws.

3. Wildlife Contraband: Two horns of a Barasingha (swamp deer), triggering charges under the Wildlife Protection Act, 1972.

4. Financial & Electronic Devices: Six iPhones, two Apple laptops, a 4TB hard disk, 20 credit cards, eight debit cards, and multiple cheque books.

Investigators estimate Gupta’s network of accumulated assets exceeds Rs 100 crore. His heavily fortified bungalow featured a private swimming pool, a home theatre system, and a surveillance network of over 25 CCTV cameras.

Multiple cases have been registered against Gupta under the Bharatiya Nyaya Sanhita (BNS) for impersonation and deception, the Bihar Prohibition and Excise Act, and the Wildlife Protection Act.

Police have roped in the Economic Offences Unit (EOU) of Bihar Police to trace the full extent of his financial fraud, properties, and potential overseas assets.
