Parliament Special Session LIVE: Rajya Sabha adjourned till September 20

"Lok Sabha Speaker is pleased to notify the building previously known as Parliament House as the Samvidhan Sadan," the statement by Lok Sabha Secretariat read. The name 'Samvidhan Sadan' was proposed by PM Narendra Modi earlier in the day.

"Commencing a new chapter in India's vibrant democracy, the new Parliament building stands as a beacon of hope and progress. It symbolises of our nation's aspirations and the boundless possibilities of our future," PM Modi posted on X after today' special Parliamentary session. 

"As we move to a new Parliament, we remember the iconic Parliament that stands not just as a structure, but as a testament to our nation's rich democratic heritage for decades. Every brick echoes the debates, decisions, and dedication of those who shaped India. We will always be inspired by the great men and women who served here and contributed to national progress," he said in another post. 

The second day of the Special Parliament Session in the Rajya Sabha has been adjourned. The session will resume on September 20. 

A war of words erupted between Finance Minister Nirmala Sitharaman and Congress President Droupadi Murmu over the Women's Reservation Bill in the Rajya Sabha. "The backward women in India are not getting the opportunities that they (BJP) are getting," Kharge said. 

The argument started after Kharge claimed, "They don't give us credit but I want to bring to their notice that the Women Reservation Bill was already passed in 2010 but it was stopped." 

Reacting to Kharge's allegation that parties choose uneffective woman, Sitharaman said, "To make a sweeping statement that all parties choose women who are not effective is absolutely unacceptable. I speak on behalf of all women, we are empowered by our party, by our PM. President Droupadi Murmu Ji is an empowered woman." 

"With the help of everyone, we have taken tough decisions that are in the favour of the nation...Today is a memorable as well as a historic day," PM Narendra Modi said in his Rajya Sabha address. 

"The country is moving forward. Both the Central and state governments tackled COVID-19 together which was a big challenge. This is the power of cooperative federalism...We are making progress because of cooperative federalism," he further said. 

• The bill will grant 33% reservations for women in the Lok Sabha and Assemblies but will exclude the Rajya Sabha or the Legislative Council.
• One-third of the seats reserved for the Scheduled Caste and Scheduled Tribe communities will be reserved for women.
• No two women MPs will be allowed to contest one seat.
• The bill excludes reservations for women from the OBC category.
• Reservation of seats shall come into effect after delimitation is undertaken after the relevant figures for the first census have been published.
• Rotation of the seats reserved for women in Lok Sabha and state Assemblies shall take place after each subsequent exercise of delimitation.

Union Law Minister Arjun Ram Meghwal tabled the 'Women's Reservation Bill,' also known as 'Nari Shakti Vandan Adhiniyam' in the Lok Sabha amid a massive uproar by the opposition MPs. Congress MP Adhir Ranjan gave credit for the bill to Congress.  

"The 'Nari Shakti Vandan Adhiniyam' will ensure more women become members of Parliament, and assemblies," said PM Modi on the Women's Reservation Bill. 

"The world is witnessing contributions made by Indian women in different aspects of life from sports to startups. The world has recognised the women-led development process in the country. Union Cabinet on Monday gave approval to women's reservation bill," said PM Modi. 

In the Lok Sabha of the new Parliament building, PM Narendra Modi says, "Chandrayaan-3's skyrocketing success fills every countryman with pride. Under India's presidency, the extraordinary organising of G20 became an occasion to make unique achievements like getting the global desired impact. In the light of this, the symbol of modern India and ancient democracy - proceedings in the new Parliament building begins today."

In the Lok Sabha of the new Parliament building, Prime Minister Narendra Modi said, "Samvatsari is also celebrated today, this is a wonderful tradition. Today is the day when we say 'micchami dukkadam', this gives us the chance to apologise to someone we have hurt intentionally or unintentionally. I also want to say 'micchami dukkadam', to all the members of Parliament and the people of the country."

In the Lok Sabha of the new Parliament building, PM Narendra Modi said, "...I extend my heartiest welcome to all of you in this new Parliament building. This occasion is unprecedented in several ways. This is the dawn of Azadi ka Amrit Kaal..."

Ahead of the proceedings of Lok Sabha in the New Parliament building, Speaker Om Birla said, "Today is a very important day in the history of democracy as we are starting the proceedings of Lok Sabha in the new Parliament building. We are fortunate enough to witness this historic day, I congratulate all of you."

"New building of Parliament is a reflection of India's rich cultural diversity, a symbol of national pride, unity, and identity," said Vice President Jagdeep Dhankhar. 

PM Modi said, "I have a suggestion. Now, when we are going to the New Parliament, its (Old Parliament building) dignity should never go down. This should not be left just as the Old Parliament building. So, I urge that if you agree, this should be known as 'Samvidhan Sadan'..."

PM Narendra Modi said, "Now, we have to walk towards being the best in the world in the manufacturing sector. I had said from the Red Fort - Zero Defect, Zero Effect. There should be no defect in our products and the process should not have an effect on the environment. We have to go before the world with this 'Zero Defect, Zero Effect'..." 

"In the 25 years of Amrit Kaal, India will have to work on a larger canvas. The time for us to get caught up in smaller issues is over. First of all, we will have to meet the goal of becoming Atmanirbhar Bharat. It is the need of the hour," said PM Modi.

"Every law made in the Parliament, every discussion held in the Parliament, and every signal given by the Parliament should encourage the Indian aspiration. This is our responsibility and the expectation of each and every Indian," said PM Modi. 

"So far, Lok Sabha and Rajya Sabha have passed over 4,000 laws. When required, joint sessions were held to chalk out strategies to pass bills. It was this Parliament that let us rectify our mistakes and we passed the law against triple talaq," said PM Modi ahead of shifting of Parliament to the new building.

I have tried to make the most of every minute I have spent here," she added. 

Parliamentary Affairs Minister Pralhad Joshi said, "Today onwards, our two Houses of the Parliament shall have sittings in the new Parliament building. We all know that this Central Hall has witnessed the transfer of power from Britain to Bharat."

Women's Reservation Bill will be introduced in the Lok Sabha today, by Law Minister Arjun Ram Meghwal. Discussion for passing of the Bill in the House will be taken up tomorrow, September 20. The Bill will be taken up in Rajya Sabha on September 21, said sources.

On the Women's Reservation Bill, TMC MP Dola Sen says, "It is a compulsion of the election, nothing else. Elections are approaching, they have done nothing in the last 9.5 years...If they will bring the Women's Reservation Bill, we will support it...Better late than never."

"It's a good step. I hope this Bill passes unanimously in both Houses of Parliamnet. We all are with PM Modi ji," said Rajya Sabha member and Indian dancer Sonal Mansingh. 

"This Bill will get special rights to women. I'm eagerly waiting for this Bill. I want max women should be part of our system," Uddhav Thackeray faction leader Priyanka Chaturvedi said. 

On the Women's Reservation Bill, Congress MP Adhir Ranjan Chowdhury says "We want the Women's Reservation Bill to be brought and passed as soon as possible. The demand for the Women's Reservation Bill was initiated by UPA and our leader Sonia Gandhi. It took so long, but we will be happy if this is introduced."

Preparations are underway at the Parliament building for the Central Hall programme today. A function to 'commemorate the rich legacy of the Parliament of India and resolve to make Bharat a developed Nation by 2047' will be held at 11 am today, in the presence of the MPs of both Rajya Sabha and Lok Sabha.

A new dress code with a floral motif for Parliament staff will kick off today. According to an internal circular issued by the Lok Sabha Secretariat, the marshals, security staff and officials, chamber attendants and drivers have been issued new uniforms which they have to don from today (19 September).

On the eve of the five-day special session of Parliament which began on Monday, the government announced that House proceedings would move to the new Parliament building on Tuesday, and said eight Bills have been listed for consideration and passage.
