Raipur: In a relief to vehicle owners, the Chhattisgarh government on Monday announced a reduction in Value Added Tax (VAT) that is levied on petrol. The move will result in a lowering of the prices of the fuel by Re 1 per litre. 

The announcement was made by Chhattisgarh Finance Minister OP Choudhary as he presented the budget in the assembly.

“The government has decided to cut VAT on petrol from April 1, which will lower the prices of the fuel by Re 1 per litre,” the state finance minister informed the Assembly.

In other major decisions that were announced, a fund will be created for the future liabilities of the pension of government employees, while a sum of Rs 10,000 crore will be allocated, boosting farm prosperity in Chhattisgarh. 

Will Petrol & Diesel Come Under GST?

In the recent past, Union Finance Minister Nirmala Sitharaman has reiterated that the Centre wants to include petrol and diesel under the Goods and Services Tax (GST), but no consensus can be taken without a state nod on the subject.

"It is up to the states to decide and come together and get petrol and diesel into GST. The intent of the Central Government is clear, we want the GST to include petrol and diesel,” Nirmala Sitharaman said.

Provisions Related to Inclusion of Petroleum Goods Under GST

Article 279A(5) of the Constitution provides that the Goods and Services Tax Council shall recommend the date on which goods and services tax shall be levied on petroleum crude, high-speed diesel, motor spirit, natural gas, and aviation turbine fuel. 

Thus while petroleum products are constitutionally included under GST, the date on which GST shall be levied on such goods, shall be as per the decision of the GST Council.

As per Section 9(2) of the CGST Act, inclusion of all excluded petroleum products, including petrol and diesel, in GST will require recommendation of the GST Council

Any decision regarding the levy of GST on petroleum products has to be made as per the recommendation of the GST Council.
