CAPF vs IPS: Why Central Forces Are Fighting for Their Own Command
Discussions on CAPF versus IPS leadership center on who is best positioned to lead India’s paramilitary forces. Officers from the Central Armed Police Forces highlight the decades of specialized experience their cadre colleagues bring in border guarding, counter-insurgency, and internal security operations across organizations such as BSF, CRPF, CISF, ITBP and SSB. At the same time the IPS deputation system continues to occupy a significant share of senior positions. The recently introduced Central Armed Police Forces General Administration Bill 2026 includes provisions for a substantial portion of top ranks including Inspector General, Additional Director General and Director General to be filled by IPS officers on deputation. CAPF associations have expressed concerns that this approach may affect career progression and recognition for officers who have devoted their entire careers to these forces. The broader conversation raises important points about domain expertise, administrative capabilities and the overall effectiveness of leadership in safeguarding national security.
