Unfortunate to link security breach & suspension: Om Birla to MPs as he sets up inquiry committee

In the letter, Lok Sabha Speaker Om Birla addressed the issue of some MPs linking their suspension to the incident.

Lok Sabha speaker Om Birla, on December 16, wrote a letter to all Member of Parliaments (MP) over the suspension of 13 opposition members in the backdrop of Parliament security breach which took place on December 13. 

In the letter, the Speaker addressed the issue of some MPs linking their suspension to the incident. He said the opposition MPs have been suspended from the House "purely to uphold" its sanctity.

The incident in question is when two men jumped inside the Lok Sabha chamber from the visitors' gallery with canisters of yellow smoke. They were pinned down by MPs who were in the House during the Zero Hour.

In his letter, Birla also recalled that the House had displayed exemplary solidarity and collective resolve when breaches had happened in the past. He further said that he has constituted a "high-powered committee" to review all aspects of security in the Parliament complex and formulate a concrete action plan to ensure that such incidents do not recur.

This committee will be working in addition to a CRPF director general headed panel which is investigating the incident and the report will be shared with the house, Birla said. 

Since some of the MPs are seeking answers from Union Home Minister Amit Shah, the Speaker noted that security in the Parliament House Estate comes under the jurisdiction of Parliament.

"It is the Parliament's responsibility to formulate a detailed action plan on security measures in accordance with your suggestions, and thereafter, their implementation is also the responsibility of Parliament," he said.

Needless to say, the opposition MPs denounced their suspension saying that no action has been taken against BJP MP Pratap Simha, who facilitated the passes of two accused who carried smoke cannisters with them.

Meanwhile, Birla urged all members to faithfully discharge their duties towards the nation as the opposition is planning to intensify its protests.

He also highlighted incidents such as visitors carrying pistols, shouting slogans, jumping from the visitors' gallery and throwing leaflets in the past.
